Karmani as<br>\nsaying here Saturday the council had to be consulted before<br>\nconstruction of the Rp 9.6 billion (US$3.5 million) building<br>\ncould commence.<\/p>\n<p>\"Such home affairs ministerial decrees are usually open to the<br>\npublic... let's hope the governor will soon submit the letter to<br>\nthe council for deliberation,\" he said.<\/p>\n<p>The project became a target of criticism last year from<br>\ncouncilors who protested the huge amount of funds involved.
