        "content": "<p>Council discusses clean air bylaw<\/p>\n<p>JAKARTA: The City Council is discussing a draft bylaw on clean<br>\nair that is expected to become the only legal basis to force<br>\nprivate car owners to meet emission standards.<\/p>\n<p>Councillors are scheduled to finish deliberating the bill on<br>\nFeb. 4.<\/p>\n<p>Head of the Jakarta Environmental Management Agency (BPLHD)<br>\nKosasih Wirahadikusumah said the city administration would ensure<br>\nthat all vehicles in the city had vehicular emission tests once<br>\nthe draft was passed.<\/p>\n<p>\"If we have such bylaw, there is no reason for people to<br>\nignore the tests,\" he said recently.<\/p>\n<p>Experts say vehicle emission accounts for around 70 percent of<br>\nthe air pollution in urban areas.
