        "content": "<p>Corruption: How to fight it?<\/p>\n<p>We often read statements from government officials and<br>\ncommunity leaders that we must fight corruption, that we must<br>\nfight collusion, that we must fight communism, that we must fight<br>\nprimordialism and other evil things. But all these statements<br>\nhave little value if we do not mention how to fight them.<\/p>\n<p>The government warns people to be alert against possible<br>\ncommunist activity, but where are the government guidelines on<br>\nhow to fight it. Detection of social or political evils is<br>\nimportant but giving guidance of how to fight them is more<br>\nimportant.<\/p>\n<p>Sociologist Loekman Soetrisno once said that freedom of the<br>\npress and democracy would wipe out corruption. This is too good<br>\nto be true. Minister of Administrative Reforms Silalahi said that<br>\ncorruption will die a natural death due to the existence of an<br>\naward called the Abdi Satya Bhakti. What a simple way of<br>\nthinking!  Fortunately members of the DPR (House of<br>\nRepresentatives) like Marsinggih Marsid of Commission V and<br>\nMohamad Mansyur of Commission X have dismissed this as pure<br>\nnonsense (Merdeka, Sept. 18).<\/p>\n<p>How can corruption die a natural death if we are doing<br>\nnothing? Corruption and other social evils remain, despite some<br>\ngovernment efforts.<\/p>\n<p>The Development and Finance Control Board (BPKP) in the fiscal<br>\nyear 1995\/1996 discovered 14,572 cases which caused losses of Rp<br>\n532.59 billion. BPKP Chairman Soedarjono stated that government<br>\nagencies have shown minimal concern, which hurt BPKP (The Jakarta<br>\nPost, Sept. 20).<\/p>\n<p>I think BPKP should report its findings to the Attorney<br>\nGeneral's Office. With the help of other government agencies,<br>\nmaybe it will be able to distinguish between administrative<br>\ndeviations and genuine corruption.<\/p>\n<p>In short, I think we should focus on the \"how\" rather than on<br>\nthe \"must.\"<\/p>\n<p>SOEGIH ARTO<\/p>\n<p>Jakarta<\/p>",
