'Corrupt staff make for poor service'<\/p>\n
JAKARTA (JP): Governor Surjadi Soedirdja said yesterday that
\nunscrupulous employees at city administration offices have
\nworsened services to the public.<\/p>\n
"This non-technical factor is obstructing our efforts to
\nimprove services to the public," he said in his opening speech at
\na seminar on human resources improvement at City Hall yesterday.<\/p>\n
The governor cited expensive and inefficient services as well
\nas a bureaucracy with weaknesses which slow public services.<\/p>\n
Surjadi said that complicated and bureaucratic services in the
\nadministration are intentionally created by several officers who
\npurposely take advantage of the situation.<\/p>\n
"The system is not complicated. But several people make it
\ncomplicated because they enjoy financial profits from the
\nsituation they create," Surjadi said, adding that such deceitful
\nemployees have no aptitude to serve the public.<\/p>\n
"The problem looks insignificant, but it is indeed annoying
\nand disturbing many people."<\/p>\n
Surjadi warned the employees not to continue with their foul
\nplay, and to start improving services for the sake of the
\npeople."I know it is not easy for them to stop their habits."<\/p>\n
He said simple and quick services are important to enable the
\ncity administration to compete with other cities in the Asia
\nPacific region when trade liberalization begins.<\/p>\n
Therefore, those who cannot cope with this reality should step
