        "content": "<p>Researcher Yusuf Rendy Manilet from CORE Indonesia believes that\naccelerating the implementation of B50 biodiesel requires comprehensive\npreparedness from upstream to downstream, as well as risk mitigation, to\nensure the policy effectively supports national energy stability amid\nturmoil from conflicts in the Middle East. \u201cWhen discussing the\nacceleration of B50, the key lies in crucial technical matters. The\ngovernment needs to ensure readiness from upstream to downstream,\nstarting from the certainty of crude palm oil (CPO) supply, FAME (Fatty\nAcid Methyl Ester) production capacity, to blending infrastructure at\nrefineries and distribution,\u201d Yusuf told ANTARA in Jakarta on Monday. He\nadded that quality standardisation is also an important factor to ensure\nB50 compatibility with engines, particularly in the transportation and\nlogistics sectors. In addition, according to him, fiscal incentives are\nstill needed in the initial stages to maintain the economic viability of\nthe programme, given that biodiesel prices are not always cheaper than\ndiesel. On the other hand, Yusuf emphasised the importance of\nstrengthening the demand side to ensure optimal B50 implementation.\nCertainty of absorption from the transportation and industrial sectors\nis deemed crucial for the sustainability of the biodiesel ecosystem.\n\u201cWithout demand certainty, its implementation could stall midway,\u201d he\nsaid. Regarding the effectiveness of B50 amid potential surges in global\noil prices due to conflicts in the Middle East, Yusuf considers the\npolicy quite strategic, although it does not entirely eliminate\npressure. \u201cHowever, this needs to be viewed proportionately. B50 does\nnot eliminate risks, because domestic energy prices remain influenced by\nglobal oil prices, especially for unsubstitutable components,\u201d he said.\nFurthermore, he suggested that energy substitution policies like B50\nshould be accompanied by energy consumption efficiency measures for more\noptimal results. \u201cIn international practice, the combination of\nefficiency, consumption reduction, and energy substitution is the most\neffective in dampening energy shocks,\u201d Yusuf stated. \u201cIf not managed\nwell, there is a risk of rising cooking oil prices or its derivatives,\u201d\nhe added. In addition, palm oil expansion also needs to be controlled to\nminimise environmental impacts. Other risks that need to be anticipated\ninclude fiscal and technical aspects. Previously, the government\nprepared several mitigation steps to cushion the impact of global\nuncertainties due to the escalation of conflicts in the Middle East,\nwhich is driving up world oil prices. Several options under review\ninclude budget efficiency, flexible work arrangements (work from\nhome\/WFH), strengthening B50 policies, and national energy savings.\nCoordinating Minister for the Economy Airlangga Hartarto on Saturday\n(28\/3) stated that these steps have been discussed in a\ncross-ministerial\/institutional coordination meeting as a follow-up to\nPresident Prabowo Subianto\u2019s directives in formulating economic policy\nresponses amid global dynamics.<\/p>",
