        "content": "<p>The D-8 Organisation for Economic Cooperation has the potential to\nbecome a transformative force in the global climate agenda, according to\nT\u00fcrkiye\u2019s Minister of Environment and COP31 President Murat Kurum.\nSpeaking on Friday at the opening of the International D-8 Ministerial\nMeeting on Environment and Climate Change in Istanbul, Kurum highlighted\nthe bloc\u2019s unique position. \u201cThe D-8, with a region stretching from Asia\nto Africa and the Middle East and a population of over one billion,\nholds a privileged position and transformative power in the global\nclimate agenda,\u201d Kurum said. \u201cThe joint commitment shown by the D-8 will\nbe an important factor in COP31\u2019s implementation-focused approach.\u201d The\nmeeting was attended by officials responsible for environment and\nclimate change from Bangladesh, Egypt, Indonesia, Iran, Malaysia,\nNigeria, Pakistan, Azerbaijan, and T\u00fcrkiye. Kurum described the\ngathering as a crucial momentum ahead of T\u00fcrkiye\u2019s presidency of the UN\nClimate Change Conference (COP31). He argued that strengthening\ncooperation among D-8 countries would enhance the role of developing\nnations in the global climate agenda. He stressed that climate change is\nno longer just a future risk but a global challenge directly affecting\neconomic development, urban areas, food security, energy systems, and\npublic welfare. Despite various commitments, Kurum noted a significant\ngap remains between climate targets and their implementation on the\nground. He said T\u00fcrkiye is ready to share its experience in\npost-disaster reconstruction, implementation of the Zero Waste\nprogramme, building resilient cities, energy efficiency, circular\neconomy, and sustainable infrastructure development. \u201cWe view COP31 as\nan implementation platform to accelerate climate change adaptation,\nstrengthen access to finance and technology, enhance urban resilience,\nand expand the application of nature-based solutions,\u201d he stated. He\nexplained that the COP31 presidency is built on three main principles:\n\u201cdialogue, consensus, and action.\u201d The COP31 T\u00fcrkiye Action Agenda\nincludes ten priority areas, such as reducing methane emissions,\naccelerating electrification and energy efficiency, developing\nsustainable agriculture, supporting green industrialisation, and\nbuilding climate-resilient cities. The agenda also prioritises youth\nparticipation, strengthening resilient systems, and enhancing\ncross-sector collaboration. Targets include increasing the global\nelectrification rate to 35 percent, halving the growth rate of global\nwaste generation, reducing energy intensity in buildings by at least 25\npercent, and increasing the use of circular materials in production and\nmanufacturing sectors by at least 15 percent. The agenda also aims to\nexpand climate change education and improve the speed, effectiveness,\nand inclusiveness of climate finance. Kurum explained that one of\nCOP31\u2019s key initiatives is the Climate Implementation Bridge, designed\nto help developing countries transform climate commitments into fundable\nprojects and expand access to financing. The meeting was scheduled to\ndiscuss various issues, including climate adaptation, loss and damage,\nclimate finance, just transition, and strengthening cooperation among\nD-8 member states.
