Coordination urged in capital's development<\/p>\n
JAKARTA (JP): An expert called yesterday for a clear-cut
\ndifference between the city agency in charge of coordinating
\ndevelopment programs in Greater Jakarta and the new coordination
\nteam formed by the National Development Planning Board
\n(Bappenas), to prevent future overlapping roles.<\/p>\n
Sociologist Sarjono Djatiman of the University of Indonesia
\nmade the call in response to the formation of the new
\ncoordination team to plan development in Greater Jakarta, which
\nalso includes Bogor, Tangerang and Bekasi.<\/p>\n
\"The coordinating work in the Greater Jakarta area is not an
\neasy job to do and it's important to know whether the new team
\nwill replace the existing agency, or whether the agency will work
\nunder the team,\" Sarjono told The Jakarta Post yesterday.<\/p>\n
The agency, BKSP Jabotabek, was previously the only agency
\nresponsible for the coordination of the development programs in
\nJakarta and its surrounding areas in West Java.<\/p>\n
Sarjono said the agency could not be blamed for its inability
\nto coordinate developments in two provinces as complicated
\nprocedures and the agency's lack of authority had hampered its
\neffectiveness.<\/p>\n
\"It takes a lot of time for the agency to study a planned
\nprogram because it has to meet each administration many times
\nbefore the plan can be approved,\" Sarjono said.<\/p>\n
\"Approval could be achieved more quickly if each
\nadministration didn't insist on its own interest.\"<\/p>\n
State Minister of National Development Planning\/Chairman of
\nthe National Development Planning Board Ginandjar Kartasasmita
\nissued a decree on Aug. 26 on the formation of the team, called
\nthe Coordination Team for the Greater Jakarta Area Development
\nPlan.<\/p>\n
Under the decree, the team is assigned to reevaluate and to
\nmake adjustments to the Presidential Instruction No. 13\/1976 on
\nGreater Jakarta's development plans, based on current conditions
\nand future development predictions.<\/p>\n
The team was also assigned to prepare a draft presidential
\ndecree on integrated spatial plans for certain areas in Greater
\nJakarta and then proposed it to the National Spatial Plan
\nCoordination Board and the Jakarta and West Java governors.<\/p>\n
In its assignment, the team can receive directions from
\nrelated ministerial offices, the national spatial plan
\ncoordination board and the Jakarta and West Java governors. The
\nteam consists of experts in various relevant fields.<\/p>\n
To prepare policies for the Greater Jakarta development plan,
\nthe team is to be assisted by BKSP Jabotabek.<\/p>\n
The team answers to the State Minister of National Development
\nPlanning\/Chairman of the National Development Planning Board, who
\nis also chairman of the National Spatial Plan Coordination Board.<\/p>\n
The team's activities are being financed by the state budget.<\/p>\n
Deputy Governor of Economic and Development Affairs Tb.M. Rais
\nyesterday welcomed the team's formation.<\/p>\n
\"The progress of Greater Jakarta's development is very fast. I
\nhope the formation of the team will improve coordination among
\nthe two provinces,\" Rais said.<\/p>\n
He expected the team to help solve problems, mainly on Greater
\nJakarta's spatial plan and traffic. (ste)<\/p>",
