Coordination of Greater Jakarta development poor<\/p>\n
JAKARTA (JP): The head of the agency in charge of coordinating
\ndevelopment programs in Greater Jakarta said yesterday that
\narduous and time-consuming procedures were causing his
\norganization numerous problems.<\/p>\n
E. Gunawan, the head of BKSP Jabotabek, said that it was hard
\nfor the agency to coordinate programs that came under the
\nsimultaneous supervision of the Jakarta and West Java
\nadministrations.<\/p>\n
"Just to get approval of one plan, we have to follow so many
\nprocedures and ask for so many signatures. It's slowing down the
\nagency's work," Gunawan said.<\/p>\n
Gunawan made the remarks in response to questions about an
\narticle in the Kompas daily yesterday which revealed the National
\nDevelopment Planning Board (Bappenas) had established in August a
\nteam to plan the development of the Greater Jakarta area, which
\nalso includes Bogor, Tangerang and Bekasi.<\/p>\n
Led by the board's fifth deputy, the team is meant to gather
\ninformation and data on development issues in Jakarta and
\nsurrounding West Java townships.<\/p>\n
BKSP has long been criticized for its lack of authority to
\ncoordinate the development between the capital city and Bogor,
\nTangerang and Bekasi.<\/p>\n
Strong coordination is needed to solve, among other things,
\nflood and traffic problems.<\/p>\n
Gunawan said the agency's main constraint in coordinating
\ndevelopment in Jakarta and its surrounding areas was a conflict
\nof interests with central government plans.<\/p>\n
He said as an example that as the Jakarta administration had
\nto coordinate its plans with the central government and West
\nJava, the agency was often placed in an awkward position.<\/p>\n
"Sometimes we can't do anything about it," Gunawan said.<\/p>\n
Councilor Fatommy Asaari, who chairs the Golkar faction, said
\nthere was no need to form a new team to coordinate developments
\nin the Greater Jakarta area and urged the central government to
\ngive more authority to BKSP.<\/p>\n
"By forming a new team, it means that it will also have to
\ncoordinate its work with the Jakarta administration, so why
\nshould it have to duplicate the first team's work?" asked
\nFattomy.<\/p>\n
He pointed out that the most important thing to do was to
\neliminate the increasingly selfish tendencies of different
\nmunicipalities.<\/p>\n
"If a municipality wants to work with another, don't be
\nselfish. By cooperating closely there should be no problems,"
\nsaid Fattomy.<\/p>\n
Chairman of the Armed Forces faction, Sumekar Kartawijaya,
\nalso questioned the need to form the team.<\/p>\n
If BKSP does not work properly, maybe the new team can replace
\nit, he said. "The fact is that development in Greater Jakarta is
\nalready managed by BKSP. So, there is no need to form a new
\nteam."<\/p>\n
The most important thing now, he said, was to review the work
\nalready done in the coordination of development in the Greater
\nJakarta area.<\/p>\n
"There's no need to blame each other. Work it out in the best
\ninterests of Greater Jakarta," Sumekar said.<\/p>\n
Councilor Achmad Suaidy, who chairs the United Development
\nParty faction, agreed with the establishment of the Bappenas
\nteam.<\/p>\n
"I fully support the team's formation as it will help handle
\npopulation problems and help implement the city's master plan,"
