        "content": "<p>Coordinating Minister for Law, Human Rights, Immigration, and\nCorrections Yusril Ihza Mahendra has stressed that Presidential\nRegulation Number 111 of 2025 concerning the General Policy on State\nDefence for 2025\u20132029 is not a regulation that specifically governs\nLesbian, Gay, Bisexual, Transgender, and Queer (LGBTQ) issues. \u2018This\nregulation must be understood comprehensively as a guideline for state\ndefence policy. The Presidential Regulation is a follow-up to Law Number\n3 of 2002 on State Defence,\u2019 Yusril said when confirmed in Jakarta on\nThursday. Yusril explained that within the general state defence policy,\nthe government categorises threats to national resilience into three\ngroups: military threats, non-military threats, and hybrid threats.\nAccording to him, LGBTQ is merely one element mentioned within the\ncontext of non-military threats to the nation\u2019s existence. Yusril stated\nthat non-military threats have a broad scope, not only relating to\nsocial and cultural issues but also encompassing natural disasters,\ndisease outbreaks, global warming, the spread of atheism, and other\nideologies that contradict Pancasila.
