The Coordinating Minister for Infrastructure and Regional\nDevelopment, Agus Harimurti Yudhoyono (AHY), has encouraged the\nIndonesian diaspora in Russia to take a direct role in supporting the\nnational economic growth target of 8%. These hopes were conveyed by\nMinister AHY during his meeting with the Indonesian Ambassador to\nRussia, Jose A.M. Tavares, and the Indonesian diaspora community in\nMoscow, Russia, on Sunday (31\/5). The meeting served as an opening\nagenda before his attendance at the second Bilateral Consultation with\nthe Chairman of the Russian Maritime Council, Nikolai P. Patrushev.<\/p>\n
Minister AHY explained that his working visit to Moscow is a concrete\nfollow-up to the Declaration of Strategic Partnership previously agreed\nupon by President Prabowo Subianto and President Vladimir Putin on 19\nJune 2025, which encompasses 18 sectors of strategic cooperation.\nAddressing the diaspora, AHY detailed several national strategic\nprogrammes currently being accelerated by the government. These\nlarge-scale projects are seen as providing vast opportunities for\ncollaboration.<\/p>\n
The primary sectors outlined by Minister AHY include the construction\nof the Giant Sea Wall, a coastal protection project for the North Coast\n(Pantura) of Java with an estimated investment value of US$8 ext{\nbillion}, and the national housing sector with a target of the 3-Million\nHouse Development Programme for the community. Furthermore, he\nhighlighted mass connectivity through the development of inter-island\nrailway networks based on Transit Oriented Development (TOD), regional\nprogrammes such as the Indonesian \u2018ASRI\u2019 movement for resettling fishing\ncommunities, water security strengthening, and the full implementation\nof the Zero Over Dimension Over Load (Zero ODOL) policy on highways by\n2027.<\/p>\n
To maximise the economic impact of these projects, AHY requested that\nIndonesians residing in Russia do not merely act as spectators but serve\nas distribution partners and real business connectors. Currently, the\nIndonesian Government is aggressively pushing the export volume of\nflagship commodities, such as fisheries, coffee, spices, and maritime\nproducts, to the Russian market. AHY encouraged the diaspora to\nconsolidate themselves to facilitate market penetration.<\/p>\n
\u201cThe diaspora is encouraged to form entrepreneurs\u2019 associations that\ncan act as official distributors in major cities such as Moscow and\nSt.\u00a0Petersburg. This step is crucial to overcoming technical field\nobstacles, such as logistics routes and the availability of cold chain\nfacilities,\u201d said AHY.<\/p>\n
Beyond commodity trade, AHY also hopes that the Indonesian diaspora\nin Russia can bridge the transfer of knowledge, promote investment, and\nstrengthen strategic partnerships in the energy and maritime sectors\nbetween Jakarta and Moscow. Minister AHY expressed optimism that Asia\nholds great potential to become the world\u2019s new growth centre if it can\nbuild collective resilience. In his scientific oration, AHY noted that\nthe world is currently facing geopolitical uncertainty, technological\nrivalry, and increasingly intense global economic competition. The\nMinister of Infrastructure also emphasised the acceleration of the\nnational railway network development outside Java to support logistics\nand economic equality. He stressed that the construction of the North\nJava Giant Sea Wall is urgent to protect 115,000 hectares of paddy\nfields and an economic potential of Rp6,400 trillion.
