        "content": "<p>Controversy surrounds Yogyakarta's 2001 budget<\/p>\n<p>YOGYAKARTA (JP): Councillors sang their support for the 2001<br>\nprovincial budget draft here on Monday, turning a deaf ear to a<br>\nroaring protest by 150 activists outside the legislative<br>\nbuilding.<\/p>\n<p>The council's deputy speaker, Nur Ahmad Affandi, who presided<br>\nover the plenary session, said the councillors were racing<br>\nagainst time.<\/p>\n<p>\"We were supposed to deliver the approved budget to Jakarta<br>\nbefore May,\" Ahmad said.<\/p>\n<p>The draft budget was approved without challenge reportedly<br>\nafter the council received a radiogram from the Ministry of Home<br>\nAffairs urging it to approve the draft.<\/p>\n<p>Ahmad said the council would listen to any criticism of the<br>\napproved budget. \"We will review the budget if there are many<br>\nglitches in it,\" he told representatives of the protesters, from<br>\nthe People's Front for Budget Transparency.<\/p>\n<p>The demonstrators demanded the councillors delay the budget<br>\napproval because of several unresolved controversies.<\/p>\n<p>One of the protesters, Rinto Andriono from the Yogyakarta-<br>\nbased Institute for Development and Economic Analysis, said the<br>\nadministration only allocated 20.75 percent of the budget for<br>\ndevelopment programs.<\/p>\n<p>The provincial administration proposed a 2001 budget of Rp<br>\n355.8 billion, down from the Rp 479.8 billion budget for the<br>\nnine-month 2000 fiscal year.<\/p>\n<p>A group of people claiming to be from the Anti-Communist Youth<br>\nMovement (GEPAKO), an organization recently formed by the local<br>\nbranch of the Golkar Party, stormed into the room where the<br>\ncouncillors were meeting with representatives of the protesters.<\/p>\n<p>Brandishing iron bars, the GEPAKO activists told the budget<br>\nprotesters they had been informed that the Democratic People's<br>\nParty (PRD) was behind the rally.<\/p>\n<p>No violence broke out as the councillors managed to calm the<br>\nGEPAKO activists.
