        "content": "<p>Constitutional Court holds first hearing<\/p>\n<p>Kurniawan Hari<br>\nThe Jakarta Post<br>\nJakarta<\/p>\n<p>The Constitutional Court on Tuesday held its first session to <br>\nhear lawyers of groups of people seeking a legal review of three <br>\nlaws: On electricity, on oil and gas, and on the government debt <br>\ninstrument.<\/p>\n<p>The Constitutional Court, formally set up on Aug. 16, is <br>\ndirected by the Constitution to conduct judicial reviews and <br>\nsettle cases where the president is considered to have violated <br>\nthe law.<\/p>\n<p>Presiding judge Jimly Asshidiqie said people seeking judicial <br>\nreview are given 14 days to complete the necessary documents. The <br>\ncourtroom is temporarily situated at the House of Representatives <br>\n(DPR) building here.<\/p>\n<p>Preliminary trials are held to give the people and their <br>\nlawyers more time to complete the necessary documents.<\/p>\n<p>The first trial of the Constitutional Court attracted among <br>\nothers constitutional law experts Harun Alrasyid and Satya <br>\nArinanto, apart from member of the Civil Servants' Wealth Audit <br>\nCommission (KPKPN) Sukoco.<\/p>\n<p>The first session heard lawyer Jhonson Panjaitan who <br>\nrepresented a group of people seeking legal review of the <br>\nelectricity law.<\/p>\n<p>Panjaitan said that Law No. 20\/2002 on electricity <br>\ncontradicted Article 33 of the Constitution which says that all <br>\nforms of production that benefit the public must be controlled by <br>\nthe state, including electricity. He said that the law has <br>\nencouraged the private sector to invest in electricity companies.<\/p>\n<p>The procession started when the protocol asked the audience to <br>\nstand up while the panel of nine judges entered the courtroom in <br>\nred attire.<\/p>\n<p>Jimly was accompanied by deputy chief judge Laica Marzuki and <br>\nseven members HAS Natabaya, Haryono, I Dewa Gede Palguna, Mukhtie <br>\nFajar, Achmad Roestandi, Soedarsono, and M. Siahaan.<\/p>\n<p>The electricity law is among 14 laws listed for judicial <br>\nreview, which was taken over by the Constitutional Court from the <br>\nSupreme Court on Oct. 15.<\/p>\n<p>Apart from laws on oil and gas and on the government debt <br>\ninstrument, Constitutional Court Acting Secretary General <br>\nJanedjri M. Ghaffar said that others include the laws on the <br>\nSupreme Court, broadcasting and the law on the Commission for <br>\nCorruption Eradication (KPTPK).<\/p>\n<p>Still more are the laws on the general elections, political <br>\nparties, regional autonomy and the law on the status and <br>\ncomposition of the House of Representatives (DPR), the Regional <br>\nRepresentatives Council (DPD) and the People's Consultative <br>\nAssembly (MPR).<\/p>",
