        "content": "<p>The chairman of the Constitutional Court\u2019s Honorary Council (MKMK), I\nDewa Gede Palguna, has been reported to the MKMK over alleged breaches\nof the code of ethics and conduct for constitutional court justices.\nPalguna assured that the complaint would not interfere with the\ncouncil\u2019s processing of reports related to the appointment of\nConstitutional Court Justice Adies Kadir.<\/p>\n<p>\u201cThe complaint will absolutely not disrupt the MKMK\u2019s work. We are\ncarrying on as normal. The procedures are well established,\u201d Palguna\ntold reporters on Sunday (22\/2\/2026).<\/p>\n<p>Palguna stated that the complaint against Adies Kadir would continue\nto be processed by the MKMK despite the fact that he himself had also\nbeen reported to the council. The Adies Kadir case has now reached the\njudges\u2019 deliberation meeting (RPH) stage.<\/p>\n<p>\u201cThe process has reached the stage of hearing testimony from the\nreported justice. It has now entered the RPH stage to determine whether\nthese complaints merit advancement to the hearing examination stage or\nnot,\u201d he said.<\/p>\n<p>The Indonesian Student Forum (Formasi) is known to have filed the\ncomplaint against Palguna with the MKMK. The complaint was lodged on the\ngrounds of alleged violations of the code of ethics and conduct for\nconstitutional court justices.<\/p>\n<p>\u201cFormasi considers that the attitude and actions of I Dewa Gede\nPalguna in carrying out his function as MKMK Chairman have exceeded the\nbounds of ethical propriety for the office and demonstrate a tendency\ntowards personalisation of authority that is inconsistent with the\nvalues of judicial independence,\u201d read Formasi\u2019s official statement on\nSaturday (21\/2).<\/p>\n<p>The key points of Formasi\u2019s complaint include the allegation that\nPalguna made comments and sharp criticisms of other state institutions,\nparticularly the House of Representatives\u2019 Legislation Body, outside\nofficial forums. The evidence cited was his characterisation of the\nrevision of the Constitutional Court Law as \u201cthe greatest disruption in\nhistory\u201d during an online discussion in May 2024.<\/p>\n<p>Furthermore, Formasi assessed that Palguna had violated principles of\ninternal confidentiality and collegiality by disclosing details of\nJustice Anwar Usman\u2019s attendance record to the public in the 2025 annual\nreport. This was deemed unethical as it was done before the completion\nof a final internal resolution mechanism.<\/p>\n<p>Formasi also noted that Palguna had used emotional language such as\n\u201cmy heart is shattered\u201d when addressing the condition of the\nConstitutional Court. Formasi considered this to be lacking in\nobjectivity and inconsistent with his role as an ethics guardian.<\/p>\n<p>Additionally, Formasi highlighted tensions in February 2026 when\nPalguna stated he would rather be dismissed than disclose the substance\nof certain ethics reports during a meeting with the House of\nRepresentatives.
