Consolidation of state funds<\/p>\n

As a member of the House of Representatives Commission VI
\nrepresenting the National Awakening Party faction, I would like
\nto express my views regarding State Minister of State Enterprises
\nSugiharto's plan to place the partnership and environment
\ndevelopment fund (PKBL) or the small-scale businesses and
\ncooperatives fund (PUKK) under the control of PT Permodalan
\nNasional Madani (PNM).<\/p>\n
The PUKK was raised from channeling one to five percent of
\nstate enterprises' net profit since 1989 for the purpose of
\nassisting small-scale businesses and cooperatives that do not
\nhave access to the corporate banking system.<\/p>\n
According to Sugiharto, the plan to consolidate management of
\nthe two funds was initiated because of the state companies'
\nfairly high rate of stagnation, and because PT PNM will be able
\nto reduce the ratio of problem loans to less than three percent.<\/p>\n
I do not agree with this plan to consolidate the funds,
\nbecause the idea was hastily conceived. Such a measure would
\ninstead hamper disbursement and shrink the distribution capacity
\nof equitable funds.<\/p>\n
