        "content": "<p>Conflicting testimonies cloud Bulog scandal<\/p>\n<p>JAKARTA: Expert witness Hatomi Abdul Hamid, who is the former<br>\ndirector of budget management for the Ministry of Finance, told<br>\nthe court on Monday that there are formal procedures for the use<br>\nof non-budgetary state funds.<\/p>\n<p>In the trial of the misappropriation of Rp 40 billion in State<br>\nLogistics Agency (Bulog) funds that involves House of<br>\nRepresentatives Speaker Akbar Tandjung, Hatomi underlined that<br>\nthere should be an official report and a formal bid to pick the<br>\nproject organizer.<\/p>\n<p>Akbar, who was then minister\/cabinet secretary, failed to make<br>\nan official report about the use of the state funds and abused<br>\nhis power by appointing the Raudlatul Jannah Foundation to<br>\norganize the distribution of food to the poor in 1999.<\/p>\n<p>The court also heard five witnesses who gave conflicting<br>\ntestimonies in the hearing. -- JP<\/p>",
