Complicated land permit processing intentional: Official<\/p>\n
JAKARTA (JP): An official of the city administration said
\nyesterday that the so-called arduous, most bureaucratic and time
\nconsuming procedures to obtain land use licenses (SIPPT)
\nconstitute a mechanism created on purpose to protect businessmen.<\/p>\n
Head of the City Planning Agency Udin Abimanyu said that the
\ncomplicated procedures are created to prevent violations which
\nmight cause big losses to businessmen.<\/p>\n
\"The procedures in which proposals have to pass a number of
\ndifferent desks are designed in such a way to help avoid any
\nwrongdoings with regard to fake land certificates or other
\ndocuments on disputed lands,\" Udin told reporters.<\/p>\n
Udin made the remarks in response to sharp criticism from a
\nnumber of businessmen, who said that the customary procedures at
\ncity administration to secure land use licenses are arduous, most
\nbureaucratic and time-consuming.<\/p>\n
The businessmen contended that the procedures run counter to
\nPresident Soeharto's recent call on all government offices to do
\naway with all rulings that hamper public services.<\/p>\n
A businessman, who is now constructing office buildings on Jl.
\nThamrin and Jl. Sudirman in Central Jakarta, related that he had
\nto go through more than 30 counters in various municipality
\noffices before securing a license enabling him to build the
\noffices. \"It took me more than one year and an untold sum of
\nmoney to obtain the license. This is not to mention the time and
\nenergy spent,\" the businessman, who asked for anonymity, said.<\/p>\n
Udin acknowledged that the process is time consuming because
\ninvestigation of land certificates alone should be done carefully
\nso as to check their validity.<\/p>\n
Udin also said that the city administration has been trying to
\nsimplify the process but it is difficult to implement because the
\nprocess involves different agencies such as the City Planning
\nAgency and the City Agrarian Office.<\/p>\n
Businessmen should contact the agrarian office to legalize
\nland certificates before going to the city planning agency to
\nconsult whether or not the project is in line with the city's
\nmaster plan.<\/p>\n
\"The simplification effort has been tried since the tenure of
\nAli Sadikin as governor,\" he said.<\/p>\n
Udin said that according to the procedure, businessmen are not
\nsupposed to bring their files from one counter to another because
\nthe files are automatically transferred among the counters.<\/p>\n
\"Businessmen apply for the licenses at the Land Affairs Office
\n(BPUT) and wait until the process is completed. In practice many
\nbusinessmen are not patient enough to wait and take their files
\nto go through the counters themselves,\" Udin said without
\nanswering questions on corrupt practices.(yns)<\/p>",
