Companies question telecom tenders<\/p>\n
JAKARTA (JP): Telecommunication companies yesterday questioned
\nthe government's openness concerning qualifications to bid for
\ncontracts on the installation of two million telephone lines over
\nthe coming five years.<\/p>\n
\"Consortia failing in the pre-qualifications are not well-
\ninformed about the reasons they lost their chance,\" the chairman
\nof the Jakarta chapter of the Indonesian Association of Domestic
\nTelecommunications Firms (Apnatel), I.Z. Audy Tambunan, said
\nyesterday.<\/p>\n
He said the government has vowed that the tenders for the
\ninstallation of two million telephone lines in the coming five
\nyears will be held openly.<\/p>\n
Minister of Tourism, Post and Telecommunications Joop Ave said
\nearlier that investors should not be worried about bids because
\ntheir selection will be held by an inter-ministerial team.<\/p>\n
The government chose 12 consortia on Sept. 9 to take part in
\nthe tenders for the installing of two million telephone lines.<\/p>\n
During the current Five Year Development Plan (Repelita VI)
\nperiod, the government has targeted the construction of five
\nmillion new telephone lines, of which three million lines will be
\ninstalled by the state-owned domestic telecommunications company,
\nPT Telekomunikasi Indonesia (Telkom), while the other two million
\nlines will be offered to private companies.<\/p>\n
A total of 30 consortia, comprising of both foreign and
\ndomestic companies and cooperatives, have applied to install the
\ntwo million lines, which will be done in various parts of the
\ncountry other than Jakarta and East Java.<\/p>\n
Only five<\/p>\n
A spokesman for the Jakarta office of Telkom, D. Sinaga, told
\nThe Jakarta Post yesterday that the government will likely choose
\nonly five consortia to install the two million lines.<\/p>\n
Audy also said yesterday that any winners of the telephone
\ncontracts will be required to use domestic products.<\/p>\n
The government require the tender documents to be submitted
\nwithin three months, beginning late September, and the contracts
\nwill most likely be signed in the first quarter of next year.<\/p>\n
The 12 consortia which have passed the pre-qualification
\ninclude the consortium of Astratel and France Telecom; Elektrindo
\nNusantara and Cable & Wireless of Britain; Bukaka and Singapore
\nTelecom; Telekomindo and Nynex of the United States, Krisna Duta
\nand Korea Telecom; Kartika Eka Paksi, Sinar Mas and Bundespost of
\nGermany, Nusa Telekomindo and GTE of the U.S.; Centralindo
\nPancasakti and Bell Canada; Maharani Teletama, British Columbia
\nTelecom and New Zealand Telecom.<\/p>\n
Those failing to pass the pre-qualification include the
\nconsortium of Bakrie Electronics and PTT Netherlands; Citra
\nIndobell and Bell Atlantic of the U.S.; Sekar Langgeng,
\ncooperative of BPPT and NTT of Japan; Catur Yasa and DeTe Mobile
