Community heads to get monthly allowance<\/p>\n

The city administration plans to begin providing a monthly
\nallowance for community unit (RW) and neighborhood unit (RT)
\nheads.<\/p>\n
The allowances, as much as Rp 200,000 (US$23) a month for
\ncommunity unit heads and Rp 150,000 for heads of neighborhood
\nunits, totaling some Rp 61 billion for the year, will come from
\nthe 2003 city budget, according to city councillor Muchayar.<\/p>\n
\"The idea of providing a monthly allowance for RT and RW heads
\nwas proposed by the administration to be included in the next
\ncity budget.<\/p>\n
\"It is expected that this will enable them to provide better
\nservice to residents,\" Muchayar told The Jakarta Post on
\nThursday.<\/p>\n
Muchayar, vice chairman of the Justice Party (PK) faction on
\nthe City Council, said the provision of the allowance fulfilled
\nSutiyoso's promise to the unit heads during his campaign for a
\nsecond term as Jakarta governor.<\/p>\n
The unit heads have often complained of the difficulty of
\nhaving to provide basic services to residents with no assistance
\nfrom the city administration.<\/p>\n
There also have been reports of anger on the part of the unit
\nheads toward members of subdistrict councils, who receive Rp
\n500,000 per month.<\/p>\n
While welcoming the plan to provide an allowance for unit
\nheads, Muchayar warned that the city administration must be aware
\nof the possible negative impacts.<\/p>\n
\"The unit heads have always worked sincerely, without any
\nfinancial help. Now these allowances might open up the
\npossibility that people will begin to fight for the position.<\/p>\n
\"Look at the subdistrict council members. Many residents have
\ndemanded that the members resign because of their poor
\nperformance,\" Muchayar said.<\/p>\n
Syamsidar Siregar of the National Mandate Party (PAN) faction
\nsaid the allowances meant that the unit heads would have to work
\nharder to provide adequate services for residents.<\/p>",
