        "content": "<p>Committee to draft House code of ethics<\/p>\n<p>JAKARTA (JP): The House of Representatives (DPR) on Monday<br>\nestablished a special committee to discuss a draft code of ethics<br>\nfor legislators and the amendment of the House&apos;s standing orders.<\/p>\n<p>&quot;Our main tasks are to draft a code of ethics for legislators,<br>\nespecially concerning the acceptance of gifts from people and<br>\ninstitutions, and the holding of more than one position by<br>\nmembers,&quot; committee member Hamdan Zoelva from the Crescent Star<br>\nParty (PBB) faction said after attending the House plenary<br>\nsession.<\/p>\n<p>Another issue that will be discussed by the committee is the<br>\nregulations governing the holding of closed-door meetings and<br>\nwhat sanctions should be imposed on legislators who divulge the<br>\noutcomes of such meetings, Hamdan remarked.<\/p>\n<p>He further said that the committee would also discuss the<br>\npossibility of establishing a disciplinary committee that would<br>\nhave the authority to impose sanctions on any members violating<br>\nthe code of ethics.<\/p>\n<p>During the plenary session, which was led by deputy House<br>\nspeaker Tosari Widjaja, the House also appointed 50 legislators<br>\nfrom all 10 factions as members of the special committee.<\/p>\n<p>As with other special committees, each faction is represented<br>\nproportionately on the committee and the chairman is elected from<br>\namong the 50 committee members.<\/p>\n<p>Regarding the House standing rules, Hamdan said they would<br>\nfocus on several issues such as the long-drawn-out procedures<br>\nrequired to pass a bill into law.<\/p>\n<p>&quot;Right now we have to go through four stages before we can<br>\npass a bill. But, we are thinking of reducing this to only two<br>\nstages for the passage of bills,&quot; he added.<\/p>\n<p>The legislator said the code of ethics could be incorporated<br>\nin the House&apos;s internal regulations or be set out as a separate<br>\ndraft.<\/p>\n<p>Another committee member, Syamsul Muarif from the Golkar Party<br>\nfaction, said that the committee members would start work and<br>\nelect the chairman of the committee next week.<\/p>\n<p>&quot;We have to draw up a code of ethics as part of the process of<br>\nimplementing Law No. 4\/1999 on the position and status of<br>\nlegislators. This obligates the adoption of such a code of ethics<br>\nfor legislators,&quot; Syamsul said.<\/p>\n<p>&quot;This is part of the effort to improve the quality of the<br>\nHouse,&quot; he added.
