        "content": "<p>Committee to deliberate mining bill formed<\/p>\n<p>Leony Aurora, The Jakarta Post, Jakarta<\/p>\n<p>The House of Representatives has established a new special<br>\ncommittee to deliberate a draft law on mineral and coal mining,<br>\nwhich was proposed by the government.<\/p>\n<p>The House plenary session officiated the special committee,<br>\ncomprising 50 members from all factions, on Tuesday.<\/p>\n<p>&quot;The issues that need to be discussed include mining licenses,<br>\nmining areas, state income and non-taxable income,&quot; said Ramson<br>\nSiagian, a committee member from the Indonesian Democratic Party<br>\nof Struggle (PDI-P).<\/p>\n<p>He said the committee would also discuss the possibility of<br>\nintroducing a limitation on the width of coal mining areas.<\/p>\n<p>&quot;The demand for coal is rising, and area limitation is needed<br>\nto ensure that there is no monopoly in the sector,&quot; he added.<br>\n&quot;The limit should be specifically set within the law.&quot;<\/p>\n<p>The committee would also consider setting a domestic market<br>\nobligation to secure domestic coal supplies, said Ramson.<\/p>\n<p>The mining bill committee includes 12 members from the Golkar<br>\nfaction, 10 from PDI-P, four from the Prosperous Justice Party<br>\n(PKS) and two from the Democratic Star Pioneer Party (BPD).<\/p>\n<p>The National Development Party (PPP), Democratic Party (PD),<br>\nNational Mandate Party (PAN) and National Awakening Party (PKB)<br>\nfactions each have five representatives while the Reform Star<br>\nParty (PBR) and Prosperous Peace Party (PDS) factions have one<br>\neach.<\/p>\n<p>The proposed law on mining will replace the existing law that<br>\nwas enacted some 28 years ago, and will see several significant<br>\nchanges.<\/p>\n<p>Among others, the new bill will incorporate the role of local<br>\nadministrations in issuing licenses subsequent to the<br>\nimplementation of the regional autonomy law.<\/p>\n<p>An article in the draft law will also stipulate that all<br>\ncompanies holding licenses for operation and production must<br>\nprocess part of their output domestically.<\/p>\n<p>The bill also gives specific time frames for exploration and<br>\nexploitation contract periods, which are eight years and 23<br>\nyears, respectively.<\/p>\n<p>After that, each extension of exploitation contracts is<br>\nlimited to 10 years.<\/p>",
