Commission to summon Wiranto<\/p>\n

The Indonesia-Timor Leste Truth and Friendship Commission
\n(CTF) plans to summon former Indonesian Military chief Gen. (ret)
\nWiranto and several other generals in relation with the violence
\nthat took place in the then East Timor in 1999 prior to and after
\nan independence referendum.<\/p>\n
\"Yes, we will clarify the status of Wiranto, as well as other
\nrelated sources, in the violence which took place in East Timor
\nin 1999,\" said CTF co-chairman Benjamin Mangkoedilaga, who
\nrepresents Indonesia on the joint commission established by the
\ngovernments of Indonesia and Timor Leste in August.<\/p>\n
\"The interviews, of course, will not name individuals as
\nsuspects in gross human rights violations because this is not a
\npro-justicia process,\" Benjamin said.<\/p>\n
Benjamin said commissioners would examine all of the
\ninformation related to the 1999 violence, including a report
\nfiled by an Indonesian government-sanctioned fact-finding team
\nthat investigated alleged gross human rights abuses in Timor
\nLeste, and copies of all of the documents from an ad hoc human
\nrights tribunal in Jakarta that tried rights abuse suspects.<\/p>\n
The commission will also look over material given by the fact-
\nfinding team to Indonesia's Attorney General's Office.<\/p>\n
\"Recently, we interviewed former members of the now-defunct
\nfact-finding team and several prosecutors at our secretariat in
\nDenpasar, Bali. During the interviews, we also tried to compare
\nreports from the two institutions,\" Benjamin said.<\/p>\n
A member of the government-sanctioned fact-finding team said
\nearlier the team proposed the names of almost 30 Indonesian
\ngenerals to stand trial before the ad hoc human rights tribunal,
\nbut the Attorney General's Office scrapped several of the names,
\nincluding that of Wiranto.<\/p>\n
The CTF will not recommend that the government of either
\nnation establish any form of judicial body. The CTF process is
\nnot meant to lead to prosecution, but will instead emphasize
\ninstitutional responsibility.<\/p>\n
The commissioners will work for one year, with the fact-
\nfinding process to begin in January and last until June next
\nyear. From July to December, the commission will focus on drawing
\nup its conclusions.<\/p>\n
Meanwhile, the New York-based Human Rights Watch has asked the
\nTimor Leste administration to publicly release the 2,500-page
\nReception, Truth and Reconciliation Commission report on
\nIndonesian abuses during 24 years of occupation, even if it
\noffends the Indonesian government.<\/p>\n
Timor Leste President Xanana Gusmao has repeatedly said he
\nfavors reconciliation with Indonesia.<\/p>",
