Indonesia's House of Representatives Commission II has delayed forming a working committee to discuss revisions to the 2017 Election Law, pending approval from DPR leadership, as it awaits expert analysis of recent Constitutional Court decisions. The commission is conducting public hearings with academics and civil society groups to address key issues such as parliamentary thresholds, presidential thresholds, and the separation of national and regional elections, aiming to align the draft law with binding court rulings for the 2029 elections. This initiative underscores the DPR's commitment to implementing final judicial decisions while avoiding conflicts of interest by keeping the legislative process within parliament rather than shifting it to the government.

JAKARTA, KOMPAS.com - Deputy Chairman of Commission II of the DPR,
Aria Bima, stated that his commission has not yet formed a working
committee (panja) tasked with discussing revisions to Law Number 7 of
2017 on General Elections (Pemilu). The formation of the panja for the
Election Bill is still awaiting approval from the DPR leadership.
“Regarding the panja, we are still awaiting approval from the
leadership. Translating the current Constitutional Court (MK) decision,
which is being drafted by the Expert Body, is also not easy,” said Aria
at the Parliament Complex, Jakarta, on Tuesday (12/5/2026). Public
hearings (RDPU) with various community groups have been held to
accommodate several issues, such as the parliamentary threshold and the
separation of national and regional elections. “Next, we will invite
experts from UI, UGM, then Unair and Unpad regarding the MK decision,
related to the parliamentary threshold, presidential threshold, and
central and regional elections,” said Aria. He stated that the DPR is
striving to ensure that the drafting of the Election Bill is guided by
the Constitutional Court’s decisions, which are final and binding.
“Because so far, all final and binding Constitutional Court decisions
have always been implemented by the DPR. Now, with the various
simulations we have conducted, we believe we will obtain the best law,”
said Aria. This was expressed by a member of Commission II of the DPR
from the National Awakening Party (PKB) Faction, Muhammad Khozin. “The
DPR has also tasked the Council Expert Body (BKD) with designing,
synchronising, and simulating crucial issues that will be needed in the
discussion of the Election Bill,” Khozin revealed when contacted on
Monday (11/5/2026). In addition, Commission II of the DPR has held
several public hearings (RDPU) with experts, academics, and election
organisations to discuss revisions to the Election Law. “The discourse
on shifting the proposer of the Election Bill from the DPR to the
government is technically a step backwards in the ongoing process at the
DPR,” said Khozin. The revision of the Election Law itself has been
designated as a DPR initiative proposal and included in the Priority
National Legislation Programme (Prolegnas). “The discussion of the
Election Bill must be promptly addressed jointly by the DPR and the
government to prepare for the 2029 Elections in a more optimal manner.
This discussion also distances it from the stigma of conflict of
interest,” Khozin concluded.
",
