        "content": "<p>Cohabitation<\/p>\n<p>Some newspapers and magazines carried a report recently<br>\nheadlined 'A preacher in Jakarta married a girl illegally'. He is<br>\naccused of practicing 'kumpul kebo' or co-habitation. It was<br>\nreported in Surabaya, East Java, that the Surabaya Civil Registry<br>\nOffice refused to register the couple because their religion is<br>\nConfucianism, and their wedding ritual was conducted in Boen Bio,<br>\na Confucian temple in Jl. Kapasan, Surabaya. Then through their<br>\nlawyer, Trimoelja D. Soerjadi, a winner of the Yap Thiam Hien<br>\nAward, the couple sued the Office in the Public Administration<br>\nCourt (PTUN) in Surabaya. Should they retain their \"co-<br>\nhabitation\" status?<\/p>\n<p>Marriage Law No.1\/1974 clearly states the couple should marry<br>\nbased on their religious ritual first before being registered in<br>\nthe Civil Registry Office. There was indeed no statement that a<br>\ncouple should marry in any specific religion.<\/p>\n<p>The problem is that Confucianism is deemed an \"illegal and un-<br>\nrecognized\" religion. Even some government officials regard<br>\nConfucianism as a non-religion. But President Soeharto has said<br>\non many occasions that Indonesia does not recognize the terms<br>\nlegal or illegal religions.
