        "content": "<p>Jakarta \u2014 Energy and Mineral Resources Minister Bahlil Lahadalia has\nreaffirmed that coal companies are obligated to meet Indonesia\u2019s\ndomestic requirements. He made this statement to President Prabowo\nSubianto during a Full Cabinet Meeting at the State Palace in Jakarta on\nFriday, 13 March 2026.<\/p>\n<p>Bahlil reported that companies holding approved Work and Budget Plans\n(RKAB) must fulfil the domestic market obligation (DMO). Should\ncompanies fail to meet this requirement, the Energy and Mineral\nResources Ministry will not issue export licences.<\/p>\n<p>\u201cIf national requirements are not yet sufficiently met, then we will\nnot issue export licences. So what does that mean? Our orientation is\ntowards domestic requirements,\u201d Bahlil stated.<\/p>\n<p>Only after domestic demand is satisfied may coal be exported\nabroad.<\/p>\n<p>The Golkar Party Chair emphasised that coal is a state-owned mineral\nresource, not a corporate asset. Operators merely receive concessions to\nexplore Indonesia\u2019s natural wealth, but the mining output remains state\nproperty.<\/p>\n<p>\u201cCoal is state property, not company property. We grant entrepreneurs\nconcessions, but its contents belong to the state, so the orientation is\nfor the state,\u201d Bahlil declared firmly.<\/p>\n<p>He claimed that average coal stockpiles across all power plants, both\nstate-owned PLN facilities and private operations, remain above minimum\nthresholds.<\/p>\n<p>\u201cWe report, sir, that across all power plants \u2014 both independent\npower producers (IPP) and PLN-owned ones \u2014 coal availability currently\naverages 14 days,\u201d Bahlil said.<\/p>\n<p>Coal usage must be prioritised to meet national requirements. Only\nafter these are satisfied may coal producers conduct exports.<\/p>\n<p>\u201cBusiness is permitted, but ownership belongs to the Indonesian\nnation.
