Closure action in S. Jakarta colored by owners' protests<\/p>\n
JAKARTA (JP): The South Jakarta mayoralty sealed eight more
\nunlicensed establishments in Kemang yesterday, as building
\nowners' protests attracted a crowd.<\/p>\n
The owner of Talent beauty parlor, Johny Mallato, said he
\nwould sue the mayoralty because he had paid Rp 3.5 million for
\npermits.<\/p>\n
The shut-down team started work at 3:20 p.m, two hours late,
\nafter waiting for Mayor Pardjoko. The mayor directed the
\noperation which ended at 5:15 p.m.<\/p>\n
The 300-strong team consisted of 50 officials from the
\nmayoralty's related agencies, 150 personnel from the city's
\nsanitation agency and police and army personnel.<\/p>\n
The eight establishments sealed by the team were the Adorama
\ncake and cosmetics store, Talent beauty parlor, Nu Look laundry,
\nRossini Cafe and bakery, Bank Danamon, Tan Po Thiu building
\nfabric shop, Dela Danapala interior design gallery, and Sip
\nfurniture gallery. They are on Jl. Kemang Raya 17, 18, 29, 83,
\n110, 92, 87 and 126 respectively.<\/p>\n
The owners admitted they had only housing permits. Most of
\nthem also lacked the required social disturbance permits. Others
\nlacked the tourism permits needed for restaurant or cafe
\nbusinesses, and business registration permits.<\/p>\n
The team also tore down billboards advertising establishments
\nwithout billboard permits, including those of Nu Look, Sip
\ngallery, Tetra Dua Sisi money changer and the Adinda art gallery.<\/p>\n
During the operation Johny shouted at officials saying he had
\npaid Rp 3.5 million for the required permits to a mayoralty
\nofficial called Antoni.<\/p>\n
He showed a receipt but was unable to prove he had legal
\npermits.<\/p>\n
\"I will sue the mayoralty for this unfair treatment,\" he said,
\ntearing down the \"sealed\" notice pasted on the front window.<\/p>\n
He said the problem was the officials' fault for constantly
\ndemanding money, and giving out permits. The argument attracted
\ncrowds.<\/p>\n
Ika, a Dela art gallery employee, angrily said she wanted to
\nwithdraw her signature on a witness form. She said officials had
\nforced her to sign the form witnessing the sealing of the
\ngallery. She had torn up the notice. Ika told the mayor his
\nofficials had treated her harshly when they inspected the
\nbuilding's permits.<\/p>\n
Governor Surjadi Soedirdja, who issued a March 18 instruction
\nto put building permits in Kemang in order, has admitted that
\nirresponsible officials have led to the abuse of housing permits
\nin the area. The new policy aims to return Kemang to a
\nresidential area.<\/p>\n
Council deputy speaker Ismunandar has also demanded action be
\ntaken against the officials involved.<\/p>\n
Pardjoko said that if the deviant officials included district
\nheads, he would \"kick\" them. But if they included higher ranking
\npeople, he was powerless.<\/p>\n
\"I hope for better coordination between higher and lower level
\nofficials,\" he said.<\/p>\n
As to the possibility of the displaced employees losing their
\njobs, he said the mayoralty had asked the city office of the
\nMinistry of Manpower to seek jobs for them.<\/p>\n
West Jakarta Mayor Sutardjianto said Monday that a team would
\ncheck permits in his area. (11)<\/p>",
