The Deputy Chairman of the MPR RI, Eddy Soeparno, has urged that the\ndiscussion of the Just Climate Change Control Bill (RUU PPIB) can begin\nbefore the end of 2026. According to him, Indonesia requires a strong,\ncomprehensive, and integrated legal umbrella to face the climate\ncrisis.<\/p>\n
This was stated by Eddy during the Actual Discussion Forum (FDA)\nthemed \u201cPerspectives and Input from Policy Stakeholders for the Just\nClimate Change Control Bill\u201d in Jakarta on Thursday (17\/0\uff0e9\/2026). The\nforum featured the Minister of Environment Mohammad Jumhur Hidayat, the\nMayor of Semarang Agustina Wilujeng Pramestuti, and Professor of the\nUniversity of Indonesia, Prof.\u00a0Jatna Supriatna.<\/p>\n
Eddy stated that the climate crisis has become a universal issue\nwhose impacts are felt by various countries, albeit with different\nscales and intensities. In Indonesia, the impacts are visible through\nhydrometeorological disasters, forest and land fires, health\ndisruptions, as well as issues regarding food, water, and coastal\nareas.<\/p>\n
\u201cThe climate crisis is no longer an issue far removed from people\u2019s\nlives. We have already seen its impact in the form of disasters,\ndisruptions to health, food, water, agriculture, coastal areas, and\nvarious economic activities,\u201d said Eddy.<\/p>\n
He noted that rising temperatures, air pollution, extreme weather,\nbiodiversity loss, and rising sea levels are becoming increasingly real\nphenomena.<\/p>\n
According to Eddy, these conditions demonstrate the need for a legal\nframework capable of integrating various climate change policies.\nCurrently, Indonesia\u2019s climate policies are scattered across various\nsectoral regulations, ratification documents, and technical\nregulations.<\/p>\n
\u201cTherefore, we need a legal framework capable of connecting\nmitigation, adaptation, funding, institutionalism, and community\nprotection,\u201d he said.<\/p>\n
Eddy stated that the proposed RUU PPIB covers four main pillars:\nimplementation, economy, institutionalism, and justice.<\/p>\n
In terms of implementation, the Bill is directed towards\nstrengthening climate change mitigation and adaptation policies,\nincluding the 2060 net zero emission target, the preparation of carbon\nbudgets, and measurement, reporting, and verification (MRV)\nmechanisms.<\/p>\n
From an economic perspective, the Bill is expected to provide\ncertainty for Carbon Economic Value instruments and climate funding. The\nregulated material includes carbon trading, performance-based payments,\ncarbon levies, and other instruments supported by a national registry\nand an integrated MRV system.<\/p>\n
Climate funding, Eddy continued, also needs to involve various\nsources, including the State Budget (APBN), Regional Budgets (APBD), the\nprivate sector, and international funding.<\/p>\n
Meanwhile, the aspect of justice is a vital part to ensure that\nclimate change control policies do not ignore the most affected\ncommunity groups.<\/p>\n
\u201cClimate change control provides affirmation and even intervention\nfor those directly impacted, particularly coastal communities,\neconomically disadvantaged groups, farmers, fishermen, women, infants,\nthe elderly, including the Global South nations,\u201d said Eddy.<\/p>\n
Eddy emphasised that the forum is an initial stage to absorb\naspirations before the Bill is officially discussed. The MPR will\ninvolve various stakeholders, ranging from universities, local\ngovernments, ministries and agencies, the business world, financial\ninstitutions, associations, civil society, to the communities directly\naffected.<\/p>\n
\u201cThis forum is the kick-off. We want to hear as much input as\npossible from various stakeholders,\u201d he said.<\/p>\n
He stated that he will continue the absorption of aspirations in\nvarious regions to deepen the substance of the Bill. Eddy also stated\nthat he will continue the \u2018MPR Goes to Campus\u2019 programme to discuss the\nurgency of energy transition and efforts to prevent the climate\ncrisis.<\/p>\n
According to him, the programme has visited its 24th campus in the\nlast 20 months.<\/p>\n
Eddy said he has conveyed the desire for the RUU PPIB discussion to\nbegin by the end of 2026 to the Minister of Environment Mohammad Jumhur\nHidayat. According to him, the government\u2019s response to the idea was\npositive.<\/p>\n
He also stated that parliamentary factions, in principle, welcome the\ndiscussion of the Bill in the near future as a standalone law.<\/p>\n
\u201cThe MPR will serve as a house of collaboration that brings together\nvarious perspectives. We will hear input from academics, local\ngovernments, ministries and agencies, business actors, financial\ninstitutions, civil society, and directly affected community groups,\u201d\nsaid Eddy.<\/p>\n
