The cleaning of Ciliwung river, for example,<br>\nwhich divides the city of Jakarta, must be managed<br>\nsystematically, so that cleanliness of the rivers can be<br>\nmaintained.<\/p>\n<p>In this context I would like to suggest that the Jakarta<br>\nadministration sets up a special body responsible for the<br>\ncleanliness of Jakarta's rivers. The body can be a subsidiary of<br>\nthe Ministry of Public Works, or the Cleaning Service Office, or<br>\neven act as an independent agent.<\/p>\n<p>This would, inevitably, need an additional fund for its<br>\noperational activities. The governor can exercise due supervision<br>\non the implementation of the cleaning scheme to make sure that<br>\nthe rivers are always clean.<\/p>\n<p>The service should include supervision on the buildings<br>\nlocated along the river, and recommend necessary actions against<br>\nparties that violate the existing regulations.<\/p>\n<p>M.
