The programme was previously requested by President Prabowo\nSubianto to be realised in the form of a cleanliness competition between\nregions, with a prize of Rp20 billion for five winners and Rp10 billion\nfor the five runners-up. However, Airlangga stressed that the incentive\nprogramme will be integrated with the Adipura award, which is already\ngiven annually by the Ministry of Environment to local governments with\nthe best waste management. \u201cWe are integrating it and will discuss it\nwith the Minister of Finance so that incentives of Rp20 billion and Rp10\nbillion are provided to make cities clean and comfortable,\u201d Airlangga\nsaid at his office in Jakarta, Wednesday (5\/8\/2026). According to\nAirlangga, the cleanest city incentive programme will be awarded\nannually with the same value and will be coordinated with the Ministry\nof Home Affairs and the Ministry of Environment. \u201cWe will hold the\ncompetition every year, so we will immediately integrate it with the\nMinistry of Home Affairs and the Ministry of Environment,\u201d Airlangga\nstated. Previously, the Ministry of Environment did not award the\nhighest Adipura honour to any city or regency this year due to\nunresolved waste management issues. The prestigious award now has a more\nselective legal basis, namely Presidential Regulation Number 183 of 2024\nconcerning the Environmental Control Agency. Under this regulation,\nlocal governments are required not only to maintain cleanliness in the\nfront areas of the city but also to create comprehensive waste\nmanagement extending to suburban areas.
