        "content": "<p>Civil service is govt's 'political machine'<\/p>\n<p>Fabiola Desy Unidjaja, The Jakarta Post, Jakarta<\/p>\n<p>Vice President Jusuf Kalla called on members of the Indonesian<br>\nCivil Servants Association (Korpri) across the country to comply<br>\nwith regulations set by the government, saying that the<br>\nbureaucracy was the government's political machine.<\/p>\n<p>\"Civil servants are the government's political machine and<br>\nshould work in accordance with government regulations,\" Kalla<br>\nsaid in front of hundreds of civil servants attending a ceremony<br>\nmarking Civil Servants Day at Bung Karno Sports Complex on<br>\nMonday.<\/p>\n<p>Kalla underlined that only with the strong support of civil<br>\nservants could the government perform effectively.<\/p>\n<p>\"The success of the government very much depends on the<br>\nperformance of civil servants, who serve as the bureaucratic arms<br>\nof the government,\" Kalla said.<\/p>\n<p>During the Soeharto era, civil servants -- of which there are<br>\naround four million in the country -- were often exploited to<br>\nsupport the regime.<\/p>\n<p>The large number of civil servants did not only serve as the<br>\nbulk of voters for Soeharto's Golkar Party, but also as a<br>\npolitical machine that ensured the party's victory in every<br>\nelection for 32 years.<\/p>\n<p>Since the reform movement kicked off in 1998, civil servants<br>\nhave left politics and stayed neutral in every election.<\/p>\n<p>During the ceremony, Kalla also said that the government was<br>\nfully aware of the fact that the welfare of civil servants needed<br>\nto be improved.<\/p>\n<p>\"The government realizes that we have to improve civil<br>\nservants' welfare for them to perform well, but it can only be<br>\ndone if the country is in a better economic condition,\" he said.<\/p>\n<p>He said that the government would continue to improve the<br>\nremuneration system for civil servants, and that it would<br>\nintroduce a \"reward-and-punishment system\" in order to boost<br>\ntheir performance.<\/p>\n<p>During the ceremony, Korpri chairman Feisal Tamim said that he<br>\nhoped the new government would maintain its policy of providing<br>\n13 months' salary for civil servants yearly.<\/p>\n<p>\"We hope that the policy will continue as the 13 months'<br>\nsalary means a great deal to civil servants,\" the former state<br>\nminister of administrative reforms said.<\/p>",
