Civil service flunkers upset<\/p>\n
TANGERANG (JP): Hundreds of Tangerang mayoralty contract
\nemployees who flunked the civil service entry examination
\nprotested on Friday the alleged demand for bribes to earn a
\npassing grade.<\/p>\n
They complained that only six of 382 contract employees who
\ntook the test passed. All of those who passed were senior high
\nschool graduates.<\/p>\n
One of the protesters, a university graduate who has worked in
\nthe mayoralty for six years, said he met all the necessary
\nrequirements to become a civil servant except he failed the test.<\/p>\n
\"There is also another university graduate who has worked for
\n12 years but wasn't selected.\"<\/p>\n
Another employee said: \"I have tried the test five times, but
\ndid not pass it. The problem is I do not have the money for
\nbribes so I could not pass the test.\"<\/p>\n
It is reportedly common practice for test takers to pay off
\nofficials in order to pass.<\/p>\n
Head of the mayoralty's public relations section, Harry Mulya
\nZein, adamantly denied that bribery persisted. He said the
\nrecruitment system was now handled directly by officials of the
\nWest Java administration in Bandung so that the mayoralty had
\nless authority over the recruitment.<\/p>\n
\"The Tangerang mayoralty should ideally be given greater
\nautonomy to set its own budget, procure its equipment and other
\nsupplies and recruit employees.\"<\/p>\n
Harry regretted the demonstration and said the test grading
\nwas computerized, making it extremely difficult to fix.<\/p>\n
He said the actual number of mayoralty employees, which
\nreached 4,041, was still far from enough to serve about 1.4
\nmillion Tangerang residents.<\/p>\n
