        "content": "<p>Civil service flunkers upset<\/p>\n<p>TANGERANG (JP): Hundreds of Tangerang mayoralty contract<br>\nemployees who flunked the civil service entry examination<br>\nprotested on Friday the alleged demand for bribes to earn a<br>\npassing grade.<\/p>\n<p>They complained that only six of 382 contract employees who<br>\ntook the test passed. All of those who passed were senior high<br>\nschool graduates.<\/p>\n<p>One of the protesters, a university graduate who has worked in<br>\nthe mayoralty for six years, said he met all the necessary<br>\nrequirements to become a civil servant except he failed the test.<\/p>\n<p>\"There is also another university graduate who has worked for<br>\n12 years but wasn't selected.\"<\/p>\n<p>Another employee said: \"I have tried the test five times, but<br>\ndid not pass it. The problem is I do not have the money for<br>\nbribes so I could not pass the test.\"<\/p>\n<p>It is reportedly common practice for test takers to pay off<br>\nofficials in order to pass.<\/p>\n<p>Head of the mayoralty's public relations section, Harry Mulya<br>\nZein, adamantly denied that bribery persisted. He said the<br>\nrecruitment system was now handled directly by officials of the<br>\nWest Java administration in Bandung so that the mayoralty had<br>\nless authority over the recruitment.<\/p>\n<p>\"The Tangerang mayoralty should ideally be given greater<br>\nautonomy to set its own budget, procure its equipment and other<br>\nsupplies and recruit employees.\"<\/p>\n<p>Harry regretted the demonstration and said the test grading<br>\nwas computerized, making it extremely difficult to fix.<\/p>\n<p>He said the actual number of mayoralty employees, which<br>\nreached 4,041, was still far from enough to serve about 1.4<br>\nmillion Tangerang residents.<\/p>\n<p>\"Ideally an employee serves 100 people,\" he said.
