        "content": "<p>Jakarta (ANTARA) - A total of 2,019 civil servants (ASN) from 49\nministries and agencies participated in a rigorous selection process to\nbecome part of the reserve component. Those who pass will undergo 1.5\nmonths of basic military training, covering defence knowledge\nindoctrination to practical skills such as shooting exercises.<\/p>\n<p>The send-off ceremony for these thousands of civil servants took\nplace at the National Monument area on Monday, 13 April 2026. Several\nofficials attended the event, including the Head of the National Reserve\nAgency of the Ministry of Defence, Lieutenant General Gabriel Lema, and\nthe Head of the Reserve Component Centre, Brigadier General Hengki Yuda\nSetiawan.<\/p>\n<p>The participants will undergo training spread across six military\neducation institutions, namely the State Defence Centre of the Ministry\nof Defence\u2019s Training and Education Agency, the Jaya Regional Training\nCommand, and the Army Health Training Centre. Additionally, training\nwill be held at the 1st Infantry Brigade of the 1st Marine Task Force,\nthe Language Training Centre of the Special Forces Training Command, and\nthe 500th Air Force Training Wing Atang Sanjaya. The law explicitly stipulates that involvement\nis voluntary, through a selection mechanism, and considers the needs of\nnational defence. This principle forms the normative foundation ensuring\nthat civil servants\u2019 engagement in Komcad remains within the corridor of\nprofessionalism and does not obscure their primary function as public\nservants.<\/p>\n<p>Furthermore, Article 29 of Law No.\u00a023 of 2019 on the Management of\nNational Resources for National Defence affirms that Komcad is prepared\nfor deployment through mobilisation mechanisms to expand and strengthen\nthe main component\u2019s forces in facing military threats or hybrid\nthreats. This formulation indicates that Komcad is not merely a\nsupplement but an integral part of the state\u2019s adaptive defence design\nagainst contemporary threat dynamics.<\/p>\n<p>Bureaucratic Reform<\/p>\n<p>Upon examination, the Komcad policy is inherently intertwined with\nthe bureaucratic reform agenda, as mandated by Law No.\u00a020 of 2023 on\nCivil Servants. The transformation of civil servants is no longer\nmeasured solely by administrative capacity but also by character\nresilience, discipline, and national orientation. The core values of\ncivil servants\u2014oriented towards service, accountable, competent,\nharmonious, loyal, adaptive, and collaborative\u2014become increasingly\nrelevant when confronted with multidimensional national resilience\ndemands.<\/p>\n<p>Thus, the involvement of civil servants in Komcad can be interpreted\nas part of efforts to strengthen the dimension of national ethos within\nthe bureaucracy. The hope is not just military training, but a process\nof character building for resilient, responsive civil servants with a\nstrong awareness of state defence.<\/p>\n<p>In situations of global uncertainty and increasing complexity of\nthreats, civil servants are required not only to be adept in government\ngovernance but also to have readiness as part of the national defence\nsystem.<\/p>\n<p>State apparatus must remain positioned as the forefront in carrying\nout public service functions, while also serving as a representation of\nthe state that upholds the Pancasila ideology, the 1945 Constitution of\nthe Republic of Indonesia, as well as loyalty to the Unitary Republic of\nIndonesia and the legitimate government. The integration of bureaucratic\nprofessionalism and the spirit of state defence is the essential\nprerequisite for building a state apparatus that is not only effective\nbut also resilient in facing the challenges of the times.<\/p>",
