Civil servants and professionalism<\/p>\n

All Indonesians know the correlation between the civil
\nservants and the ruling Golkar functional group. An unwritten law
\nseems to say that all civil servants have to be members of
\nGolkar, because those who choose other political parties will
\nreceive unexpected threats or intimidation. Can the civil
\nservants stay neutral, which means that they work for this
\ncountry, and not for the ruling party? They should if the
\ngovernment acts with goodwill on this issue.<\/p>\n
The civil servants' siding with the party will have both
\nexpensive consequences materially and politically. Having helped
\nthe party achieve victory, it seems that they ask the party to
\ngive them \"rewards\". No wonder the civil servants resort to
\nembezzling state funds, although it is certainly not their only
\nreason. Their small monthly salaries also contribute to this
\nmalpractice.<\/p>\n
So it is very crucial for the government to change this system
\nand increase the salaries of civil servants so they can be
\nexpected to work as professionals.<\/p>\n
I think being professional and neutral workers is important
\nfor the civil servants, so that they not involve themselves in
\npolitical games. The more professional they are, the better
\nmotivation they will have to enforce the government's policies
\nwhoever the president or whatever the ruling party.<\/p>\n
