In this relation the Minister of Administrative<br>\nReforms, T.B. Silalahi, opines that civil servants&apos; discipline<br>\nneeds to be enhanced.<\/p>\n<p>In his keynote speech before a seminar held by the Association<br>\nof the Indonesian Indigenous Entrepreneurs (HIPPI), Minister<br>\nSilalahi emphasized that military discipline should be imposed on<br>\ncivil servants.<\/p>\n<p>To date many civil servants tend to violate the official<br>\noffice hours. They arrive at the office late and leave early. No<br>\nsanction is given for the undisciplined employees. Another<br>\nphenomenon is that many civil servants are found to be idling<br>\nrather than doing their jobs. This is not to say that all civil<br>\nservants, 4.9 million altogether, are not working properly.
