Maluku after three years<\/p>\n<p>The Jakarta Post, Jakarta<\/p>\n<p>Almost at the same time that President Megawati Soekarnoputri<br>\nimposed martial law in Aceh to start a war, she issued a decree<br>\nto end three years of civil emergency in North Maluku.<\/p>\n<p>Presidential Decree No.27\/2003 took effect as of May 18, one<br>\nday before Megawati issued Decree No. 28 to impose martial law in<br>\nAceh, Cabinet deputy secretary Erman Rajagukguk told The Jakarta<br>\nPost on Monday.<\/p>\n<p>Decree No. 27 annulled Presidential Decree No. 88\/2000, which<br>\npresident Abdurrahman Wahid issued on North Maluku and Maluku in<br>\n2000.<\/p>\n<p>Muslim and Christians had been fighting each other for almost<br>\nthree years in both provinces, in a conflict that claimed the<br>\nlives of some 5,000 people.<\/p>\n<p>Compared to martial law, civilian rulers remain in control<br>\nunder a state of civil emergency.<\/p>\n<p>Both, however, put a lid on civilian rights, with a<br>\npossibility of curfews and news blackouts.<\/p>\n<p>But now North Maluku has seen a steep drop in the level of<br>\nviolence. A peace agreement signed last year took the province<br>\nback to normal life.<\/p>\n<p>The government decided to lift the state of emergency last<br>\nmonth because of the improved security condition.<\/p>\n<p>Maluku, meanwhile, remains under civil emergency with no plans<br>\nto lift it any time soon.<\/p>\n<p>The government considers Maluku unsafe as sporadic violence<br>\ncontinues, and many weapons remain in civilian hands.<\/p>",
