Civil emergency ends in N. Maluku after three years<\/p>\n

Almost at the same time that President Megawati Soekarnoputri
\nimposed martial law in Aceh to start a war, she issued a decree
\nto end three years of civil emergency in North Maluku.<\/p>\n
Presidential Decree No.27\/2003 took effect as of May 18, one
\nday before Megawati issued Decree No. 28 to impose martial law in
\nAceh, Cabinet deputy secretary Erman Rajagukguk told The Jakarta
\nPost on Monday.<\/p>\n
Decree No. 27 annulled Presidential Decree No. 88\/2000, which
\npresident Abdurrahman Wahid issued on North Maluku and Maluku in
\n2000.<\/p>\n
Muslim and Christians had been fighting each other for almost
\nthree years in both provinces, in a conflict that claimed the
\nlives of some 5,000 people.<\/p>\n
Compared to martial law, civilian rulers remain in control
\nunder a state of civil emergency.<\/p>\n
Both, however, put a lid on civilian rights, with a
\npossibility of curfews and news blackouts.<\/p>\n
But now North Maluku has seen a steep drop in the level of
\nviolence. A peace agreement signed last year took the province
\nback to normal life.<\/p>\n
The government decided to lift the state of emergency last
\nmonth because of the improved security condition.<\/p>\n
Maluku, meanwhile, remains under civil emergency with no plans
\nto lift it any time soon.<\/p>\n
The government considers Maluku unsafe as sporadic violence
\ncontinues, and many weapons remain in civilian hands.<\/p>",
