City weighs police proposal on traffic<\/p>\n
JAKARTA (JP): The city administration is still studying a
\nproposal made by city police on improving the flow of traffic in
\nthe capital.<\/p>\n
Governor Surjadi Soedirdja said on Wednesday that the proposal
\nis still being studied because any decision concerning traffic
\nmatters should be made by the administration's special commission
\non city traffic.<\/p>\n
\"The commission consists of officials from various agencies,
\nincluding the city police,\" Surjadi said.<\/p>\n
On Monday, Jakarta City Police Deputy Chief Brig. Gen. Hamami
\nNata told members of the House of Representatives' Commission I,
\nwhich oversees foreign affairs, defense and information, that the
\ncity administration has not yet provided any response to a
\nproposal aimed at easing traffic problems in the city.<\/p>\n
Hamami said the proposal sought restrictions on the number of
\nvehicles traversing certain roads in the city. \"For example, only
\nvehicles whose number plates have an odd number would be
\npermitted to use the roads on certain days, while only vehicles
\nwith even numbers would be permitted to use the roads on other
\ndays.\"<\/p>\n
The police have also proposed that old vehicles be banned from
\nthe city's main roads.<\/p>\n
Hamami said it is time for the city administration to
\nimplement such restrictions because the traffic situation in the
\ncity has reached an alarming level. He said that unless a set of
\neffective actions are taken the situation will be worse by the
\nyear 2000.<\/p>\n
He said there are currently 2.7 million vehicles in Jakarta
\nand that the number is growing at the rate of 14 percent per
\nyear, while the growth of roads is only 4 percent per annum.<\/p>\n
Meanwhile, City Council Chairman M.H. Ritonga said the
\nproposal might work well but that further research should be
\nconducted.<\/p>\n
\"I think the proposal is good, but of course there should be a
\ncomprehensive study of whether or not it will be really helpful
\nin overcoming traffic problems in the city,\" said Ritonga, a
\nformer chief of the Jakarta city police.<\/p>\n
He said necessary research would include an investigation of
\nwhether or not Jakartans have other alternatives, such as a
\nreliable means of public transportation.<\/p>\n
Ritonga suggested that the city administration and city police
\nreview the three-in-one policy, which requires private cars
\nwanting to use certain main roads during the morning rush hours
\nto carry at least three people.<\/p>\n
\"It is time to review the policy to see whether or not it is
\neffective enough to ease traffic problems,\" he said. (yns)<\/p>",
