        "content": "<p>City to reevaluate analysis of PIK<\/p>\n<p>JAKARTA (JP): Governor Sutiyoso has said that the city<br>\nadministration would reevaluate the environmental impact analysis<br>\nof the Pantai Indah Kapuk (PIK) housing complex in North Jakarta<br>\nfollowing speculative reports of its role in the flood on the<br>\nSoekarno-Hatta Airport toll road last month.<\/p>\n<p>\"The reevaluation is necessary to assess the real cause of the<br>\nflood and to get a more objective picture of PIK's impact on its<br>\nsurroundings,\" he told reporters at City Hall on Friday.<\/p>\n<p>\"Had the PIK developer met all the technical and environmental<br>\nrequirements to develop the area? Did the PIK management make any<br>\neffort to prevent any environmental damages?\" he added.<\/p>\n<p>He said the city administration would set up a reevaluation<br>\nteam on PIK, while Deputy Governor for Development Affairs<br>\nBudihardjo Sukmadi and City Secretary's Assistant for<br>\nAdministration and Development Affairs Ongky Sukasah would lead<br>\nthe team.<\/p>\n<p>\"I also have ordered the City Planning and the City<br>\nDevelopment Supervision Agencies to reevaluate the spatial<br>\nplanning in the area. I want to know whether PIK is appropriate<br>\nin the area or not,\" the governor said.<\/p>\n<p>Sutiyoso vowed to make a prudent decision should the<br>\nevaluation results put PIK in the wrong position.<\/p>\n<p>\"We can't make emotional and hasty decisions on such an<br>\nimportant matter,\" he said in response to calls to demolish the<br>\nhousing complex.<\/p>\n<p>\"I can simply order it done, but is it the best way?\"<\/p>\n<p>He said all rehabilitation construction on the toll road would<br>\nstart on April 1.<\/p>\n<p>Earlier on Thursday, Ongky met the City Council's Commission D<br>\nfor Development Affairs discussing the presence of the housing<br>\ncomplex. Present at the meeting were several heads of city<br>\nagencies related to the project.<\/p>\n<p>The cause of the recent flood had become a debated issue among<br>\nenvironmentalists and city officials. Some blamed the housing<br>\ncomplex for the flood, while others blamed different factors.<\/p>\n<p>Head of City Environmental Impact Management Agency<br>\nAboejoewono said the arguments should be aimed at achieving a<br>\ncommon perception of how to solve the problem and to prevent it<br>\nfrom happening again in the future.<\/p>\n<p>\"It's better to find a way to avoid the flood rather than to<br>\nfind who to blame,\" he said.<\/p>\n<p>Blame<\/p>\n<p>On the other hand, Aboejoewono questioned toll road operator<br>\nPT Jasa Marga for its failure to submit an Environmental Impact<br>\nAnalysis on the toll road project to the environmental impact<br>\nmanagement agency as required by the regulations.<\/p>\n<p>\"We need to study the analysis to get a better picture of the<br>\nenvironmental conditions in the area,\" he said.<\/p>\n<p>Ongky said the city administration had ordered the PIK<br>\ndeveloper, PT Mandara Permai, to do additional work to help<br>\novercome the flood.<\/p>\n<p>\"They will rehabilitate the mangrove forest along the<br>\ncoastline, five kilometers long and 100 meters wide, to the<br>\nTangerang borderline. It's expected to retain more water,\" he<br>\nsaid.<\/p>\n<p>Head of City Public Works Agency Fadly Khatib said his agency<br>\nwould continue the construction of a 6-meter wide canal linking<br>\nthe Kamal and the Tunjungan rivers.<\/p>\n<p>\"We will build canals on each side of the toll road,\" he said,<br>\nwhile citing the current construction on the northern side.<\/p>\n<p>\"We will also widen the Kamal River to 45 meters from six<br>\nmeters and Tunjungan River to 35 meters from two meters,\" he<br>\nadded.<\/p>\n<p>He said PT Jasa Marga had agreed to build bridges crossing<br>\nboth rivers.<\/p>\n<p>Most councilors, however, were dissatisfied with the<br>\nofficials' statement and demanded a more thorough solution to the<br>\nproblem.<\/p>\n<p>Commission D deputy chairman, Saud Rachman, suggested that the<br>\ncity administration should simply build an elevated toll road on<br>\nthe inundated spots.<\/p>\n<p>\"It is also important to ask former city administration<br>\nofficials who are suspected to have been involved in granting<br>\npermits to the PIK development project,\" he said.<\/p>\n<p>Saud also agreed to punish the developer by ordering them to<br>\nconstruct more works to avoid floods.<\/p>\n<p>\"But we have to audit carefully the contributions they make to<br>\nrehabilitate the area,\" he said.<\/p>\n<p>Councilor Bimo Hastoro said it was important for developers to<br>\nthink about the people in the surrounding areas who might be<br>\naffected by the development.<\/p>\n<p>\"The developer also has to construct necessary public works to<br>\ncompensate for the ecological changes they've made,\" he said.<\/p>\n<p>Separately, the Indonesian Forum for Environment (WALHI)<br>\ncalculated that the area could retain more than nine million<br>\ncubic meters of water previous to the development of PIK. The<br>\ncapacity shrank to only one-third or some three million cubic<br>\nmeters after construction. (05)<\/p>",
