City to discipline offidials extending Idul Fitri holiday<\/p>\n
JAKARTA (JP): Th city officials who did not return to work
\ndirectly after Idul Fitri will be disciplined, Deputy Governor
\nfor Administrative Affairs Idroes said yesterday.<\/p>\n
He said he had ordered all heads of the city administration
\noffices and agencies to \"take stern action against delinquent
\nofficials\".<\/p>\n
\"It's the duty of all heads of offices and agencies to take
\naction,\" Idroes said.<\/p>\n
According to city personnel supervision data, the maximum
\npenalty for an unexplained absence is a harsh warning from a unit
\nchief.<\/p>\n
Head of the city's inspectorate office, Djoko Brotosurjono,
\nsaid yesterday his office had monitored attendance over the first
\nthree days after Idul Fitri and had submitted a report to the
\ngovernor yesterday.<\/p>\n
The governor would release the content of the report, he said.<\/p>\n
Djoko said the monitoring found that some officials did not
\nshow up for work.<\/p>\n
\"The situation was back to normal on Thursday, with only five
\npercent of officials reporting late for duty on that day,\" he
\nsaid.<\/p>\n
A member of the House of Representatives suggested the
\ngovernment declare Idul Fitri a five-day holiday, on the grounds
\nthat government offices remained empty two or three days after
\nthe official holidays.<\/p>\n
Another \"realistic\" idea was aired by East Java Governor
\nBasofi Sudirman, formerly a deputy governor of Jakarta. He
\nsuggested civil servants be given extra holidays over Idul Fitri.
\nThe suggestion was based on the fact that few people demand
\nservices during the Idul Fitri holiday.<\/p>\n
Central Jakarta Mayor Abdul Kahfi disagreed. \"Civil servants
\nmust be ready as soon as the Idul Fitri holiday is over.\"<\/p>\n
Jakarta Governor Surjadi Soedirdja has made numerous appeals
\nto city officials to comply with the national discipline movement
\nby setting a good example on discipline.<\/p>\n
On Tuesday, many City Hall officials went to work in the
\nmorning only to deliver Idul Fitri greetings to the governor and
\ntheir colleagues. Soon after, most returned home.<\/p>\n
Five thousand of the administration's 76,000 civil servants
\nwork at City Hall.<\/p>\n
Djoko said the three-day evaluation found most officials
\nshowed up to work, but left early.<\/p>\n
\"Even though the officials did show up in the morning, they
\nwill still be given warnings for leaving the office early,\" he
\nsaid.<\/p>\n
Normally, City Hall operates from 8 a.m. to 4:30 p.m. Monday
\nto Thursday, and from 8 a.m. to 5 p.m. Friday.<\/p>\n
Djoko said the office would conduct a thorough evaluation of
\nthe officials unexplained absences and reasons for arriving late.<\/p>\n
\"We will understand if they have logical explanation for
\ncoming late to the office,\" Djoko said.<\/p>\n
He said officials had to fulfill their duty to provide
\nservices to the public.<\/p>\n
\"Fortunately, nobody asked for public services.. maybe they
\nwere still visiting relatives,\" Djoko said.<\/p>\n
He said all his officials showed up yesterday except those on
\nleave, sick or on assignment.<\/p>\n
The inspectorate office and the city public order office have
\nconducted random operations by checking officials' work
\nattendance to improve civil servants' discipline.<\/p>\n
In 1995, 440 tardy officials were netted in the operation.
