        "content": "<p>City to check IDs in weeklong operation<\/p>\n<p>JAKARTA (JP): The city administration will launch a week-long<br>\nID card operation in the city's five mayoralties in a bid to<br>\ncheck whether newcomers entering the capital have adequate<br>\ndocuments, Governor Sutiyoso said on Wednesday.<\/p>\n<p>Sutiyoso said the operation was particularly significant this<br>\nyear because the capital could no longer afford to accommodate<br>\nnewcomers who neither had permanent places to stay nor permanent<br>\njobs.<\/p>\n<p>\"The more newcomers from other cities that come into the<br>\ncapital, the more difficulty city administration will have in<br>\nhandling the increasing social problems,\" Sutiyoso said.<\/p>\n<p>Called Operasi Yustisi, the operation is a requirement in<br>\nfulfilling Gubernatorial Decree No. 160\/1998 on guidelines to<br>\nregistration.<\/p>\n<p>The decree states that an individual who intends to reside<br>\nhere should meet certain prerequisites and conditions, including<br>\nproviding official documents stating that the individual has<br>\nmoved from his hometown, a letter guaranteeing a place to reside<br>\nin the city and work papers.<\/p>\n<p>The annual operation, conducted after the Idul Fitri holiday<br>\nwhen many city residents leave the capital to celebrate the<br>\nfestive season in their hometowns, is aimed at netting newcomers<br>\nwho fail to produce ID cards, travel documents from village<br>\nofficials and report their arrival to subdistrict heads.<\/p>\n<p>Meanwhile, Sjahrin Lumban Toruan, head of the city population<br>\nagency, said the number of newcomers entering the capital this<br>\nyear reached about 234,000, up from the estimated 225,000 in the<br>\ncorresponding period last year.<\/p>\n<p>\"This does not necessarily mean that the 234,000 newcomers<br>\nwill reside here. Jakarta could just be a transit area for them,\"<br>\nSjahrin said on Thursday.<\/p>\n<p>The figure, he said, was calculated from the difference<br>\nbetween those leaving and those entering the city during the<br>\nfestive season through bus terminals, train stations, Tanjung<br>\nPriok seaport, by airplane and private vehicles on public<br>\nhighways and on toll roads.<\/p>\n<p>Sjahrin explained that when Operasi Yustisi was completed, his<br>\nagency with the help of the five mayors, district and subdistrict<br>\nheads, would conduct another operation to ensure that newcomers<br>\nfollow the capital's regulation on population.<\/p>\n<p>\"For that, all of the capital's residents are advised to have<br>\ntheir administration papers, ID cards and other related documents<br>\non hand.\" (ylt)<\/p>",
