        "content": "<p>City speeds up process of 63,000 land titles<\/p>\n<p>JAKARTA (JP): The National Land Agency (BPN) will speed up the<br>\nprocessing of some 63,000 land certificates in 12 of Jakarta's<br>\nsubdistricts, an official said over the weekend.<\/p>\n<p>Head of BPN's city office, Rizal Anshari, told reporters that<br>\nthe move was part of the office's plan to improve services for<br>\nlow-income land owners who do not have sufficient legal land<br>\ndocuments.<\/p>\n<p>Rizal said that the land certificate program, called the<br>\nAdministration Land Project, started last July. The project had<br>\ncompleted its first 1,000 land certificates in the Srengseng<br>\nSawah and Jagakarsa subdistricts in South Jakarta.<\/p>\n<p>\"Jagakarsa and Srengseng Sawah are our pilot project areas.<br>\nThere are wide plots of land there and most of the owners do not<br>\nhave sufficient documents, because most of them... do not care<br>\nabout land documentation,\" Rizal said.<\/p>\n<p>A total of 63,000 certificates are projected to be processed<br>\nby December 1998. The 12 subdistricts are currently being<br>\nstudied, he said.<\/p>\n<p>The Administration Land Project in Greater Jakarta is co-<br>\nsponsored by the World Bank and the Australian government.<\/p>\n<p>The project had already processed certificates in Tangerang,<br>\nBekasi and Bogor starting in 1994. Jakarta was the last area to<br>\nstart the program, Rizal said.<\/p>\n<p>\"The project is aimed to help people get legal documents<br>\nthrough a quick, easy and affordable service,\" he said.<\/p>\n<p>People only had to pay Rp 11,500 (US$3) for the processing of<br>\na land certificate from their old land document called Girik and<br>\nRp 26,000 for a certificate allowing rights to build from the<br>\nolder Hak Guna Bangunan certificates.<\/p>\n<p>Officials have been recording over the last two years<br>\nprospective residents who want to process land titles.<\/p>\n<p>\"All of the expenses from measuring the plot to the final<br>\nmapping of the land are paid by the office,\" he said.<\/p>\n<p>The program aimed to erase public impressions that processing<br>\na land document was time consuming and expensive, he said.<\/p>\n<p>\"We really want to help low-income people who cannot afford<br>\nprocessing their land documentation.\"<\/p>\n<p>\"Basically we want to concentrate on documenting land in<br>\nsuburban places in Jakarta, such as the Kalisari area in East<br>\nJakarta. Why suburban? Because most of the villagers who live<br>\nthere are blind about the importance of having a legal land<br>\ndocument.<\/p>\n<p>\"They are targets of land brokers or developers who can easily<br>\ncheat them,\" Rizal said.<\/p>\n<p>Land documentation has become a serious issue due to rising<br>\ncases of land document manipulation.<\/p>\n<p>\"Land has become so expensive in Jakarta. The rapid growth of<br>\nthe city's development encourage people to do anything -- even<br>\nthrough illegal actions such as forging documents -- to get a<br>\nplot of land,\" Rizal said.<\/p>\n<p>Recently President Soeharto ordered State Minister of Agrarian<br>\nAffairs Soni Harsono to step up efforts to eradicate increasingly<br>\nrampant land title forgeries and punish those found guilty of the<br>\ncrime.<\/p>\n<p>Reports have indicated that in Bekasi alone at least 200<br>\ndocuments had been falsified through sophisticated forgery<br>\ntechniques.<\/p>\n<p>Rizal admitted that it was difficult to deal with the culprits<br>\nbecause it was hard to prove the illegal action.<\/p>\n<p>He also urged people to be brave enough to report any<br>\nmanipulative actions and promised to punish guilty parties.<\/p>\n<p>\"We are trying to improve our professionalism. Hopefully, with<br>\nthe land titles project we can manage to give the best service to<br>\nthe public,\" he said. (edt)<\/p>",
