        "content": "<p>City slammed over revised budget draft<\/p>\n<p>Bambang Nurbianto, The Jakarta Post\/Jakarta<\/p>\n<p>The Indonesian Budget Transparency Forum (Fitra) questioned on<br>\nWednesday the upward revision to the draft 2005 budget to Rp 14<br>\ntrillion (US$1.5 billion) from the initially proposed Rp 13.83<br>\ntrillion.<\/p>\n<p>\"If the administration is professional in their work, there<br>\nshouldn't be any significant changes to the draft budget,\" Arif<br>\nNur Alam, a senior analyst at Fitra, told The Jakarta Post.<\/p>\n<p>Arif added that the revision might prompt suspicions on<br>\npossible irregularities in the budget, particularly in city<br>\nrevenue and spending.<\/p>\n<p>The administration announced on Tuesday that it would increase<br>\nits projected budget for next year without providing an<br>\nexplanation for the additional funds.<\/p>\n<p>Arif said the change showed that: one, the administration was<br>\nnot professional in calculating the projected revenue; and two, a<br>\npossibility that certain parties in the administration may have<br>\nsubmitted a poorly developed draft budget for their own benefit.<\/p>\n<p>He said the second suspicion was based on a study Fitra<br>\nconducted in 2002, which found that draft budgets frequently<br>\nprovided revenue projections that were much lower than the actual<br>\npotential.<\/p>\n<p>For example, Arif said the administration had submitted a<br>\nprojected revenue of Rp 400 billion from hotel and restaurant<br>\ntaxes, but Fitra's study showed that the sector's potential<br>\nrevenue reached Rp 700 billion.<\/p>\n<p>Projected revenue for the street parking and bus terminal<br>\nsector was also extremely low at Rp 2 billion, far from its<br>\npotential revenue of Rp 16 billion.<\/p>\n<p>\"Unfortunately, the councillors are not aware of the possible<br>\nirregularities,\" he said, adding that \"certain parties\" in the<br>\nadministration might take advantage of the fact that many<br>\ncouncillors are new to politics. -- JP<\/p>",
