        "content": "<p>City seeking approval of stern security measures<\/p>\n<p>JAKARTA (JP): City authorities called on Friday for City<br>\nCouncil to issue a decree that will grant security agencies the<br>\nauthority to take stern action against rioters and criminals<br>\nduring the General Session of the People's Consultative Assembly<br>\n(MPR) next month.<\/p>\n<p>\"Written approval is needed to protect security officers from<br>\nlegal sanctions over their implementation of stern security<br>\nmeasures against rioters and other law violators,\" Governor<br>\nSutiyoso told reporters after a coordinating meeting of city<br>\nauthorities at City Hall.<\/p>\n<p>\"Law enforcers have been uncertain lately when they had to<br>\ntake strong action against rioters. They feared the possibility<br>\nof strong protests from residents,\" he said.<\/p>\n<p>The governor said the council's formal approval would help<br>\nease the security personnel while performing their duties on the<br>\nstreets.<\/p>\n<p>Present at the meeting were Jakarta Police chief Insp. Gen.<br>\nNurfaizi, Jakarta Military Commander Maj. Gen. Ryamizard Ryacudu<br>\nand Chief of Naval Main Base Commodore Djuhana Suwarna.<\/p>\n<p>Nurfaizi, who shared the same media conference with Sutiyoso,<br>\nsaid the police would focus on security precautions in the<br>\ncapital ahead of the General Session.<\/p>\n<p>\"We can deploy up to 7,700 police officers to maintain<br>\nsecurity during the General Session,\" he said.<\/p>\n<p>Earlier on Wednesday, Nurfaizi hinted that the council had<br>\ngranted verbal approval for security personnel to take firm<br>\nactions against rioters and criminals operating on the streets.<\/p>\n<p>Chief of Jakarta Police Operation Control Command Sr. Supt.<br>\nNono Suprijono said city police would deploy at least 60 percent<br>\nof its total force to safeguard the annual MPR General Session<br>\nnext month.<\/p>\n<p>\"We'll deploy more officers if the situation requires. We'll<br>\ndiscuss it further in our meeting on Monday,\" he said separately.<\/p>\n<p>Currently, there are about 18,000 police officers in Greater<br>\nJakarta areas.<\/p>\n<p>Meanwhile, Ryamizard said the military command would support<br>\nthe Jakarta police with reinforcement personnel whenever<br>\nrequired.<\/p>\n<p>Similarly, Djuhana said the navy would deploy reinforcements<br>\nas needed.<\/p>\n<p>\"The number of marines to be deployed will depend on the<br>\nsituation and be based upon requests by city authorities,\" he<br>\ntold The Jakarta Post.<\/p>\n<p>\"At least, we'll deploy the marines in areas nearby the naval<br>\nbases and headquarters,\" he said.<\/p>\n<p>The coordinating meeting also discussed efforts to restore<br>\npeace and order in the city.<\/p>\n<p>\"City administration will intensify operations to restore<br>\npeace and order in the capital. We'll target street people,\"<br>\nSutiyoso said, while citing street vendors and illegal traffic<br>\nwardens as examples.<\/p>\n<p>\"I strongly criticized the city's five mayors for their<br>\nfailure to immediately handle the street problems while they were<br>\nstill small in form and amount,\" he added.<\/p>\n<p>Official data shows there are at least 195,000 people who<br>\nillegally earn their living on the streets and whose operations<br>\nhave created insecurity and public disorder in Jakarta. They<br>\ncomprise street vendors, pedicab drivers, three-in-one jockeys,<br>\nstreet children and prostitutes.<\/p>\n<p>\"The mayors tended to delay taking immediate actions against<br>\nsuch irregular activities,\" Sutiyoso said.<\/p>\n<p>\"I also expect the mayors to take better care of their own<br>\nareas in the future,\" he added.<\/p>\n<p>The governor also questioned the performance of local police<br>\nand military officers in upholding the laws and maintaining peace<br>\nand order in the city.<\/p>\n<p>\"Security officers can't perform well because residents tend<br>\nto retaliate to any stern actions.<\/p>\n<p>\"The new trend makes the officers unable to take necessary<br>\nactions against massive unlawfulness,\" he said.<\/p>\n<p>Sutiyoso said there would be another meeting on Monday to<br>\ndiscuss detailed procedures for security operations in the<br>\ncapital.<\/p>\n<p>\"While there will always be an excess, such security<br>\noperations are necessary. But, let's just focus on the security<br>\nand order which is the aspiration of the public,\" he said.<\/p>\n<p>Similarly, Nurfaizi said the security operations were helpful<br>\nfor establishing peace and order in the capital.<\/p>\n<p>\"We will back Sutiyoso's plan to restore the public order,\" he<br>\nsaid, while asking residents to report any security problems in<br>\ntheir neighborhood.
