City sanitation agency says fee system effective<\/p>\n
JAKARTA (JP): Head of the City Sanitation Agency M. Subasir
\nsaid here yesterday that the current system of garbage fee
\ncollection is appropriate and effective.<\/p>\n
He dismissed the City Council's proposal to review the system
\nbecause it could be made more effective.<\/p>\n
According to the current system, neighborhood chiefs collect
\nmonthly garbage removal fees from area residents. The money is
\nthen transferred to subdistrict heads, who deduct 10 percent for
\nthe use of area community and neighborhood units and his office,
\nbefore turning in the remaining 90 percent to the sanitation
\nagency.<\/p>\n
A municipal regulation says owners of buildings or houses on a
\nmain street are obliged to pay monthly sanitation fees of Rp
\n10,000 each. Owners of houses located in areas classified as
\nfirst class must pay Rp 7,500, while those living in areas
\ncategorized as second class must pay Rp 3,000.<\/p>\n
According to Gubernatorial Decree No. 570\/1990, the
\nsubdistrict heads must set aside 10 percent of the total, three
\npercent of which goes to the subdistrict office, with six percent
\ngoing to area neighborhood units and one percent to community
\nunits.<\/p>\n
\"The system has proven effective and efficient,\" Subasir said.<\/p>\n
Banking service<\/p>\n
Councilor Helmy A.R. Syihab recently proposed that the
\nsanitation agency use banking services. He suggested that all of
\nthe money collected be sent to the bank, with the agency itself
\ndistributing the 10 percent to subdistrict heads, community and
\nneighborhood chiefs through the banking system.<\/p>\n
Subasir said the proposal is too complicated and time
\nconsuming.<\/p>\n
Concern exits that subdistrict heads may be mishandling the
\nfunds because neighborhood and community chiefs have complained
\nthey have not received the proper percentage.<\/p>\n
\"I know nothing of reports that the funds have been
\nmishandled. My office has detailed records of the flow of money
\nfrom garbage collection,\" he said. \"Please report any proven
\ncorruption to me. I have evidences that my office has distributed
\nthe percentages properly,\" he said.<\/p>\n
Helmy, head of the City Council's Commission C for financial
\naffairs, complained that the current system provokes corruption.<\/p>\n
\"Many neighborhood and community unit chiefs have not received
\nthe percentages due to them from last year,\" he said.<\/p>\n
He defended his proposal, saying that banking services would
\nbe safer. \"The community and neighborhood chiefs would simply
\nopen bank accounts into which the proper percentages could be
\ndeposited.\"<\/p>\n
Hasanuddin, head of the logistics department of the agency,
\nsaid yesterday that the agency had paid out a total of Rp 136
\nmillion (US$61,818) in percentages from June to December 1994.<\/p>\n
\"We have disbursed last year's percentages to every
\nsubdistrict in the city.\"<\/p>\n
He explained that late payment was more likely caused by
\nadministrative factors, instead of corruption. (yns)<\/p>",
