        "content": "<p>City sanitation agency says fee system effective<\/p>\n<p>JAKARTA (JP): Head of the City Sanitation Agency M. Subasir<br>\nsaid here yesterday that the current system of garbage fee<br>\ncollection is appropriate and effective.<\/p>\n<p>He dismissed the City Council's proposal to review the system<br>\nbecause it could be made more effective.<\/p>\n<p>According to the current system, neighborhood chiefs collect<br>\nmonthly garbage removal fees from area residents. The money is<br>\nthen transferred to subdistrict heads, who deduct 10 percent for<br>\nthe use of area community and neighborhood units and his office,<br>\nbefore turning in the remaining 90 percent to the sanitation<br>\nagency.<\/p>\n<p>A municipal regulation says owners of buildings or houses on a<br>\nmain street are obliged to pay monthly sanitation fees of Rp<br>\n10,000 each. Owners of houses located in areas classified as<br>\nfirst class must pay Rp 7,500, while those living in areas<br>\ncategorized as second class must pay Rp 3,000.<\/p>\n<p>According to Gubernatorial Decree No. 570\/1990, the<br>\nsubdistrict heads must set aside 10 percent of the total, three<br>\npercent of which goes to the subdistrict office, with six percent<br>\ngoing to area neighborhood units and one percent to community<br>\nunits.<\/p>\n<p>\"The system has proven effective and efficient,\" Subasir said.<\/p>\n<p>Banking service<\/p>\n<p>Councilor Helmy A.R. Syihab recently proposed that the<br>\nsanitation agency use banking services. He suggested that all of<br>\nthe money collected be sent to the bank, with the agency itself<br>\ndistributing the 10 percent to subdistrict heads, community and<br>\nneighborhood chiefs through the banking system.<\/p>\n<p>Subasir said the proposal is too complicated and time<br>\nconsuming.<\/p>\n<p>Concern exits that subdistrict heads may be mishandling the<br>\nfunds because neighborhood and community chiefs have complained<br>\nthey have not received the proper percentage.<\/p>\n<p>\"I know nothing of reports that the funds have been<br>\nmishandled. My office has detailed records of the flow of money<br>\nfrom garbage collection,\" he said. \"Please report any proven<br>\ncorruption to me. I have evidences that my office has distributed<br>\nthe percentages properly,\" he said.<\/p>\n<p>Helmy, head of the City Council's Commission C for financial<br>\naffairs, complained that the current system provokes corruption.<\/p>\n<p>\"Many neighborhood and community unit chiefs have not received<br>\nthe percentages due to them from last year,\" he said.<\/p>\n<p>He defended his proposal, saying that banking services would<br>\nbe safer. \"The community and neighborhood chiefs would simply<br>\nopen bank accounts into which the proper percentages could be<br>\ndeposited.\"<\/p>\n<p>Hasanuddin, head of the logistics department of the agency,<br>\nsaid yesterday that the agency had paid out a total of Rp 136<br>\nmillion (US$61,818) in percentages from June to December 1994.<\/p>\n<p>\"We have disbursed last year's percentages to every<br>\nsubdistrict in the city.\"<\/p>\n<p>He explained that late payment was more likely caused by<br>\nadministrative factors, instead of corruption.
