Street vendors in the capital have long been blamed for causing
\ntraffic congestion, with many of them cramming the sidewalks and
\nencroaching onto the road.<\/p>\n
But non-governmental organization Jakarta Residents Forum
\n(Fakta) says Jakarta Administration, not the vendors, is to blame
\nfor failing to accommodate these businesses.<\/p>\n
\"In fact, the administration could have managed the street
\nvendors at a minimum cost by setting up regulations and letting
\nthe (vendors) manage the business by themselves,\" Fakta head Azas
\nTigor Nainggolan said on Saturday.<\/p>\n
Tigor said street vendors, who started their business with
\ntheir own money, could be required to trade in an orderly fashion
\nand to create a clean environment around their stalls.<\/p>\n
He pointed to street vendors at Jembatan Besi in West Jakarta
\nand Rawamangun and Jatinegara in East Jakarta, who were complying
\nwith local bylaws to keep their areas clean and well-ordered.<\/p>\n
\"They have agreed with the municipality's policy to run their
\nbusiness within suggested hours in order to ease crowds,
\nespecially during peak hours,\" he said.<\/p>\n
According to Tigor, such efforts were more effective and
\nefficient than the administration's policy of evicting and
\nrelocating vendors.<\/p>\n
That policy has often failed as vendors usually refused to
\nmove to the new, less-lucrative, locations. The vendors'
\nrejection of the policy sometimes ends in violent clashes between
\nthem and city public order officers.<\/p>\n
Jakarta Cooperatives and Small-Medium Enterprises Agency head
\nSamsul Hilaltaha said earlier the administration could not
\naccommodate the growing number of street vendors in the city due
\nto the limited space available.<\/p>\n
The agency was already facing financial constraints in
\nproviding land for around 147,000 registered street vendors. The
\nconstant increases in the taxable value of property was not
\nhelping, Samsul said.<\/p>\n
He said the agency had bought a total of 103,038 square meters
\nof land in 22 locations across the city to accommodate street
\nvendors between 1987 and 2003.<\/p>\n
The locations, however, could only accommodate 6,609
\nregistered vendors as recorded in a 2002 survey.<\/p>\n
The administration has to issue a gubernatorial decree every
\nyear to regulate 320 places across the city as spaces for a total
\nof 14,243 unregistered vendors.<\/p>\n
\"Unfortunately, the growing number of locations has still
\nfailed to accommodate the ever-increasing number of street
\nvendors,\" Samsul said.<\/p>\n
