City preparing rule on congestion pricing scheme<\/p>\n
JAKARTA (JP): The city administration is still waiting for
\nnews from the Ministry of Transportation on the construction of
\nan integrated public transportation terminal in Manggarai, South
\nJakarta.<\/p>\n
Budihardjo Sukmanto, the head of the City Development Planning
\nBoard, said yesterday that the ministry has said nothing about
\nthe terminal or the consortium of private companies that is
\nexpected to build it.<\/p>\n
\"We have not received word on the proposals. Maybe they are
\nstill being reviewed by the ministries of transportation and
\npublic works,\" Budihardjo said.<\/p>\n
News of the integrated terminal was first made public in June
\n1995 after Minister of Transportation Haryanto Dhanutirto and
\nexecutives from the consortium presented their proposal to
\nPresident Soeharto. President Soeharto instructed related
\nministries to help speed up the processing of licenses for the
\nconstruction of the terminal.<\/p>\n
Dhanutirto said last year's presentation was also attended by
\nMinister of Public Works Radinal Moochtar, Minister of Investment
\nSanyoto Sastrowardoyo, State Minister of National Development
\nPlanning Ginandjar Kartasasmita, Minister\/State Secretary
\nMoerdiono and Jakarta Governor Surjadi Soedirdja.<\/p>\n
The consortium consists of seven companies: PT Bandar Mardi
\nPerkasa, PT Cahaya Cipta Adicemerlang, PT Citra Agratama Persada,
\nPT Mitraguna Tribhakti, PT Pembangunan Jaya, PT, Sekar Artha
\nSentosa and PT Suhamthabie Utama. Mrs. Siti Hardiyanti Rukmana is
\nchairwoman of the consortium.<\/p>\n
The US$285-million integrated terminal is expected to cover
\n126 hectares of land, 72 hectares of which belong to the state-
\nowned railway company, Perumka. The remaining 54 hectares belong
\nto local residents, who face possible eviction.<\/p>\n
The massive terminal will consist of a railway station with
\n22 railway tracks, four underground express railway tracks, an
\nintercity bus terminal capable of handling 3,600 buses per day, a
\ncity bus terminal with a capacity for 5,760 buses per day, a taxi
\nterminal and several hotels. The project was originally scheduled
\nfor completion in 2006.<\/p>\n
Congestion<\/p>\n
Meanwhile, Deputy Governor for Economy and Development Tb. M.
\nRais said yesterday that the administration will go ahead with
\nits congestion pricing plan that will charge motorists a fee to
\nenter certain sectors of the city.<\/p>\n
\"The administration has decided to implement the system next
\nyear. We are still working on the regulation before passing it on
\nto the City Council, where it should be approved and become a
\nprovincial decree,\" he said.<\/p>\n
He said the plan should reduce congestion on certain roads in
\nJakarta, thus making the city safer for motorists and
\npedestrians.<\/p>\n
\"Larger sidewalks may be constructed and illegal parking on
\nthe sides of roads will gradually be eliminated,\" he said.<\/p>\n
Pedestrians in Jakarta face a regular struggle to reach their
\nshopping destinations because parked cars are usually packed
\nalong the roads in front of shops, whose sidewalks are usually
\noccupied by roadside vendors.<\/p>\n
Pasar Baru, Senen, Jl. Sabang in Central Jakarta, and Jl.
\nHayam Wuruk and Jl. Gajah Mada in Central and West Jakarta are
\njust a few of the city's trouble spots. (yns)<\/p>",
