        "content": "<p>City plans to expand Pulogadung estate<\/p>\n<p>JAKARTA (JP): City administration, in cooperation with a<br>\nprivate company, plans to expand the Pulogadung industrial<br>\nestate, East Jakarta by 80 hectares.<\/p>\n<p>A source at the city administration told reporters yesterday<br>\nthat the expansion is needed to transform the estate, which was<br>\nestablished in 1973, so the complex will be \"better organized.\"<\/p>\n<p>Currently, the Pulogadung industrial estate is located on a<br>\n570 hectare plot of land and is believed to be the most expensive<br>\nindustrial estate in the city, where a company should pay US$12<br>\nper square-meter in rent.<\/p>\n<p>The city administration is cooperating with the private<br>\ncompany because it has not enough funds to carry out the<br>\nexpansion plan, said a source who spoke on condition of<br>\nanonymity.<\/p>\n<p>The source said that each party, the Pulogadung industrial<br>\nestate authority and PT Cakra Sarana Persada, already has<br>\nobtained 30 hectares of land and still needs another 20 hectares.<\/p>\n<p>Since the land is owned by local residents the city<br>\nadministration needs approval from the city council to<br>\nappropriate the land.<\/p>\n<p>Indonesian Democratic Party representative in the city council<br>\nLukman Mokoginta told reporters yesterday that the city<br>\nadministration should be transparent in setting the compensation<br>\nrates for the land.<\/p>\n<p>\"It's all right to appropriate the land as long as the city<br>\nadministration is setting the compensation fairly based on the<br>\nprevailing regulations,\" Lukman said.<\/p>\n<p>He explained that under the regulation, compensation should be<br>\nbased on the current value of taxable property.<\/p>\n<p>Meanwhile, Secretary of the United Development Party Saud<br>\nRachman opposed the plan, saying that the industrial estate is<br>\nnot appropriate in the city because factories cause air<br>\npollution.<\/p>\n<p>\"With the existing factories the air is already badly polluted<br>\nand the condition will be worse if more factories are built in<br>\nPulogadung,\" Saud said.<\/p>\n<p>On the other hand, he said, the expansion is contrary to the<br>\ncity program to relocate factories to the city outskirts as well<br>\nas other towns near the city.<\/p>\n<p>\"So it is unacceptable for the city administration to expand<br>\nPulogadung industrial estate,\" Saud said.
