        "content": "<p>City PDI chapter publishes problems<\/p>\n<p>JAKARTA (JP): Campaigners of the city&apos;s chapter of the<br>\nIndonesian Democratic Party will be issued with a reference book<br>\non the city&apos;s problems launched yesterday.<\/p>\n<p>The book has been in the making since June last year, Lukman<br>\nF. Mokoginta, chairman of PDI&apos;s city chapter said.<\/p>\n<p>The 1,500 copies are titled  &quot;The hopes of the low income<br>\nearners in 2000,&quot; and were printed by &quot;very small print shops&quot;<br>\nfor only Rp 1 million, Lukman said.<\/p>\n<p>The PDI city chapter received Rp 500 million in campaign funds<br>\nfrom the municipality last year. The city chapters of Golkar and<br>\nthe United Development party received the same amount.<\/p>\n<p>The book covers all the city&apos;s problems from garbage,<br>\ntransportation, student brawls, employment, autonomy and the<br>\nimprovement of living standards.<\/p>\n<p>The book says regulations to protect property owners from<br>\narbitrary land appropriation by both the government and private<br>\ndevelopers are badly needed.<\/p>\n<p>&quot;Land appropriations should be based on fair buy-and-sell<br>\nrules, and negotiated between the sellers and the buyers,&quot; the<br>\nbook says.<\/p>\n<p>Quoting the book, Lukman said if development plans meant<br>\npeople were to be evicted, clear regulations on compensation<br>\nwere needed.<\/p>\n<p>&quot;Evicted property owners deserve fair compensation in order to<br>\nlive better after being evicted. Compensation must be based on<br>\nthe market price of the land,&quot; Mokoginta said.<\/p>\n<p>So, he said, strong efforts should be made to help low income<br>\npeople buy plots of land for their families.<\/p>\n<p>Lukman also said he and representatives of the other two<br>\npolitical groupings would ask for more campaign funds from the<br>\nGovernor prior to the May elections.<\/p>\n<p>&quot;We (PDI Jakarta chapter) need Rp 1 billion for the campaign,&quot;<br>\nhe said.
