City OKs state plan on new port<\/p>\n

The Jakarta administration has decided to drop its plan to build
\na Rp 8 trillion car terminal in East Ancol, North Jakarta, paving
\nthe way for state-owned port operator PT Pelindo II to construct
\nthe extension of the Tanjung Priok Port at the site in question.<\/p>\n
Deputy Governor Fauzi Bowo said on Thursday that the Jakarta
\nadministration was preparing a new Memorandum of Understanding
\n(MOU) with Pelindo II over the development of an international
\nport, which will be integrated with supporting infrastructure,
\nincluding roads, electric power and tap water networks.<\/p>\n
\"We are now in discussions with Pelindo II over many things
\nrelated to the development of the new port, including the
\npresence of a geothermal power plant and berths for the Navy's
\nwestern fleet,\" Fauzi told The Jakarta Post.<\/p>\n
City Spatial Agency head Nurfakih Wirawan confirmed that Fauzi
\nhad assigned his agency to carry out a study and to review the
\nmaster plan proposed by Pelindo II to ensure that the new
\nextension was integrated properly with the city's infrastructure.<\/p>\n
\"Yes. There is a team from the city agency chaired by the
\nassistant to the city secretary for development affairs, Hari
\nSandjojo, who is assigned to carry out the study and review the
\nmaster plan,\" Nurfakih told The Post.<\/p>\n
\"The administration will only proceed with the new MOU with
\nPelindo II after we are sure that the master plan is in line with
\nthe development plan in the city's north coast area,\" said
\nanother official with the City Planning Agency (Bapeda),
\nHendradman Dewantoro.<\/p>\n
Hendradman said that the administration hoped that the city
\nalso would benefit -- from increased revenues - from the presence
\nof a more competitive international hub port.<\/p>\n
In the previous MOU signed in the 1990s, the city
\nadministration had given permission to Pelindo II to carry out a
\nreclamation project in the area and let the company draw up the
\nmaster plan of the project. But, the MOU had long expired and
\nPelindo failed to renew the agreement until the administration
\nsurprisingly decided to give the land to private investor PT
\nMarindo Bahtera Development, which wanted to build the Jakarta
\nNew Port (JNP).<\/p>\n
The move met strong opposition from Pelindo, which claimed
\nthat it had planned to build a 500-hectare port as an extension
\nof the overcrowded Tanjung Priok port in the same location.<\/p>\n
The project is now in the reclamation phase and the port is
\nexpected to begin operation by 2012.<\/p>\n
It says on its website that the new terminal would add 2.7
\nmillion TEUs (20 feet equivalent units) to the Tanjung Priok's
\ncurrent capacity of 1.1 million TEUs. The increase was hoped to
\nmeet the projected demand of nearly 4 million TEUs by 2012.<\/p>\n
The company also said that it had signed a loan agreement with
\nthe Japan International Cooperation Agency (JICA) on March 31,
\n2004 to develop the infrastructure at the new port.<\/p>\n
The development of a new port for Jakarta has been part of the
\ncontroversial project to make Jakarta a waterfront city.<\/p>\n
The idea of making Jakarta a waterfront city includes the
\nreclamation of around 2,700 hectares of land in Jakarta Bay. The
\nreclamation project is meant to revive the city's north coast
\narea for the construction of a port, luxury residences, hotels,
\ncondominiums, an industrial zone, business centers, large
\nshopping malls, offices and recreation centers.<\/p>\n
However, the project has been strongly opposed by
\nenvironmentalists, including former state minister of the
\nenvironment Nabiel Makarim, amid concern that the project would
\ncause an adverse impact to the ecosystem on the north coast and
\nin Jakarta Bay, in addition to increasing the likelihood of
\nflooding.<\/p>",
