        "content": "<p>The City of Magelang has secured first place for the best performance\nin implementing Minimum Service Standards (SPM) at the Central Java\nprovincial level in the city category, with a score of 99.00 based on\nthe results of the 2024 SPM Award.<\/p>\n<p>Mayor of Magelang Damar Prasetyono, in Magelang on Monday, expressed\nappreciation for this achievement to all civil servants (ASN), regional\ndevice organisations (OPD), and the community that continue to support\ngovernment administration.<\/p>\n<p>The award was presented by Central Java Governor Ahmad Lutfi on the\noccasion of the 30th anniversary of Regional Autonomy Day in\nSemarang.<\/p>\n<p>He stated that this achievement is inseparable from the city\ngovernment\u2019s commitment to delivering programmes directly oriented\ntowards community needs.<\/p>\n<p>\u201cWe have 19 flagship programmes oriented directly towards public\nservices, based on community aspirations and needs. Public service for\npublic trust,\u201d he said.<\/p>\n<p>He explained that community participation is key through bottom-up\ndevelopment planning mechanisms, such as village development planning\nconsultations (musrenbang) down to the neighbourhood level (RT).<\/p>\n<p>This award is the first one achieved by the City of Magelang at the\nCentral Java provincial level. Previously, at the national level, the\nCity of Magelang had secured second place in the city category for\nreporting in 2021 and tenth place in 2022.<\/p>\n<p>According to him, this success is supported by various efforts,\nincluding routine coordination to strengthen commitment and\nunderstanding of service standards, as well as periodic monitoring and\nevaluation of indicators that have not yet been achieved along with\ntheir obstacles.<\/p>\n<p>Central Java Governor Ahmad Lutfi explained that development planning\nand budgeting must be aligned between the central, provincial, and\nregency\/city governments, through a top-down and bottom-up approach such\nas musrenbang.<\/p>\n<p>\u201cRegions need to build fiscal independence by developing regional\npotential without sectoral egos, and strengthen inter-regional\ncooperation,\u201d he said.<\/p>\n<p>He stated that the province plays a role as a coordinator to ensure\neven development, including reducing disparities between regions such as\nthe South Coast and North Coast.<\/p>\n<p>\u201cPublic services are no longer oriented towards administration, but\nmust provide real benefits to the community. ASN and bureaucracy are\nessentially serving the people,\u201d he said.<\/p>",
