        "content": "<p>City needs bigger share in projects<\/p>\n<p>JAKARTA (JP): The city administration is trying to improve its<br>\nbargaining power in joint projects with private sector, the<br>\ndirector of a city-owned developer says.<\/p>\n<p>&quot;We want to have a bigger share...to be able to determine<br>\npolicies,&quot; Kemal Basha, director of PD Sarana Jaya, said<br>\nSaturday.<\/p>\n<p>Kemal&apos;s comments came in response to city councilors&apos;<br>\nquestions over projects between the municipality and private<br>\ninvestors.<\/p>\n<p>Councilors cited PT Jaya Ancol and PT Pembangunan Jaya in<br>\nwhich most policies were determined by the private firms, even<br>\nthough the city owns 80 percent of Jaya Ancol and 40 percent of<br>\nPembangunan Jaya.<\/p>\n<p>Djafar Badjeber of the United Development Party (PPP) faction<br>\nsaid the city was largely uninformed about progress in the Ancol<br>\nDreamland Park.<\/p>\n<p>Kemal said the municipality would set more specific<br>\narrangements for private investors interested in the project.<\/p>\n<p>&quot;The arrangements would be in the project&apos;s development,<br>\noperation and management. The efforts are to make the private<br>\ninvestors comply with our interests,&quot; Kemal said.<\/p>\n<p>Kemal said a new development project, which would be jointly<br>\ndeveloped with the private sector in Pademangan, North Jakarta,<br>\nwould entail greater authority of city reflected by its bigger<br>\nshare.<\/p>\n<p>He said the arrangement of the 100-hectare project would be<br>\ndetermined soon. &quot;The project would take five years to complete,&quot;<br>\nhe said.<\/p>\n<p>Prawoto S. Danoemihardjo, assistant to the secretary of<br>\ndevelopment affairs, said earlier the Kemayoran New Township<br>\nAuthority, which is under the State Secretariat, was among the<br>\ndevelopers invited to take part in the project.<\/p>\n<p>Sarana Jaya would work with developers in the land<br>\nappropriation and form a joint venture to develop the project.<\/p>\n<p>Sarana Jaya said land appropriation alone was estimated to<br>\ncost about Rp 1.25 trillion (US$477.8 million).<\/p>\n<p>Currently, most buildings in the state lands are semi-<br>\npermanent and prone to flooding and sea water intrusion.<\/p>\n<p>The planned Pademangan complex would integrate middle and<br>\nworking class accommodation as a residential and business center.<\/p>\n<p>The housing complex in Pademangan in the eastern and western<br>\nparts of the slum area would accommodate 18,515 families on more<br>\nthan 1.8 million square meters.<\/p>\n<p>A shopping center would be designed to cover 1,059,058 square<br>\nmeters, while office buildings and hotels are planned on 5.5<br>\nmillion square meters.<\/p>\n<p>Sarana Jaya is considered to have successfully developed<br>\nseveral housing estates in the city by implementing the &quot;estate<br>\nmanagement&quot; concept, which means involving private developers<br>\nwith different areas of expertise.<\/p>\n<p>In the long term, the project is expected to complement the<br>\nWaterfront City Project in North Jakarta.
