City needs bigger share in projects<\/p>\n
JAKARTA (JP): The city administration is trying to improve its
\nbargaining power in joint projects with private sector, the
\ndirector of a city-owned developer says.<\/p>\n
"We want to have a bigger share...to be able to determine
\npolicies," Kemal Basha, director of PD Sarana Jaya, said
\nSaturday.<\/p>\n
Kemal's comments came in response to city councilors'
\nquestions over projects between the municipality and private
\ninvestors.<\/p>\n
Councilors cited PT Jaya Ancol and PT Pembangunan Jaya in
\nwhich most policies were determined by the private firms, even
\nthough the city owns 80 percent of Jaya Ancol and 40 percent of
\nPembangunan Jaya.<\/p>\n
Djafar Badjeber of the United Development Party (PPP) faction
\nsaid the city was largely uninformed about progress in the Ancol
\nDreamland Park.<\/p>\n
Kemal said the municipality would set more specific
\narrangements for private investors interested in the project.<\/p>\n
"The arrangements would be in the project's development,
\noperation and management. The efforts are to make the private
\ninvestors comply with our interests," Kemal said.<\/p>\n
Kemal said a new development project, which would be jointly
\ndeveloped with the private sector in Pademangan, North Jakarta,
\nwould entail greater authority of city reflected by its bigger
\nshare.<\/p>\n
He said the arrangement of the 100-hectare project would be
\ndetermined soon. "The project would take five years to complete,"
\nhe said.<\/p>\n
Prawoto S. Danoemihardjo, assistant to the secretary of
\ndevelopment affairs, said earlier the Kemayoran New Township
\nAuthority, which is under the State Secretariat, was among the
\ndevelopers invited to take part in the project.<\/p>\n
Sarana Jaya would work with developers in the land
\nappropriation and form a joint venture to develop the project.<\/p>\n
Sarana Jaya said land appropriation alone was estimated to
\ncost about Rp 1.25 trillion (US$477.8 million).<\/p>\n
Currently, most buildings in the state lands are semi-
\npermanent and prone to flooding and sea water intrusion.<\/p>\n
The planned Pademangan complex would integrate middle and
\nworking class accommodation as a residential and business center.<\/p>\n
The housing complex in Pademangan in the eastern and western
\nparts of the slum area would accommodate 18,515 families on more
\nthan 1.8 million square meters.<\/p>\n
A shopping center would be designed to cover 1,059,058 square
\nmeters, while office buildings and hotels are planned on 5.5
\nmillion square meters.<\/p>\n
Sarana Jaya is considered to have successfully developed
\nseveral housing estates in the city by implementing the "estate
\nmanagement" concept, which means involving private developers
\nwith different areas of expertise.<\/p>\n
In the long term, the project is expected to complement the
\nWaterfront City Project in North Jakarta. (ste)<\/p>",
