City may have 4 deputy governors<\/p>\n
JAKARTA (JP): City councilors supported yesterday the
\nmunicipality's proposal to the central government to raise the
\nnumber of deputy governors from the current three to four.<\/p>\n
Saud Rachman of the United Development Party (PPP) said that
\nin the future, the city would face increasingly complicated
\nproblems related to economic and development programs.<\/p>\n
Governor Surjadi Soedirdja said on Thursday that three deputy
\ngovernors under the current system were not enough to anticipate
\nthe city's economic and development progress in the future.<\/p>\n
The three existing deputy governor positions are deputy
\ngovernor of administrative affairs, deputy governor of social
\nwelfare and deputy governor of economic and development affairs.<\/p>\n
Under Surjadi's proposal, the deputy governor of economic and
\ndevelopment affairs position would be divided into two -- deputy
\ngovernor of economic affairs and deputy governor of development
\naffairs.<\/p>\n
Saud shared the governor's idea, saying, "It would be very
\ndifficult for one deputy governor to handle both the city's
\neconomic and development affairs."<\/p>\n
He said candidates, proposed as deputy governor of economic
\naffairs and deputy governor of development affairs, should be
\nknowledgeable about problems related to the city's economic and
\ndevelopment projects.<\/p>\n
"They (the deputy governors) should be chosen carefully,
\notherwise they will hinder city development in the future," Saud
\nsaid.<\/p>\n
Besides experience, a candidates' educational background is
\nalso important, he said.<\/p>\n
In the near future, the city will develop many major projects,
\nincluding a US$2.3 billion subway project, a three-tier transit
\nsystem and reclamation of North Jakarta Bay.<\/p>\n
Surjadi said on Thursday that the city's proposal to have four
\ndeputy governors was still being processed by the central
\ngovernment. "It's up to the President," he said.<\/p>\n
The proposal was also hailed by chairman of the Armed Forces
\n(ABRI) faction, Sumekar KW, and Bandjar Marpaung, a former
\ncouncilor of the Golkar faction.<\/p>\n
"The candidates should have a strong background in the wide
\nvariety of city problems," Sumekar said.<\/p>\n
"Under former governor Tjokropranolo, between 1977 and 1982,
\nthere were four deputy governors. The number of positions,
\nhowever, was later cut as three deputy governors were considered
\nenough," Bandjar said.<\/p>\n
Bandjar said the position of deputy governor of economic and
\ndevelopment affairs was usually occupied by the former head of
\nthe city's development planning board (Bappeda).<\/p>\n
Bappeda, he said, was always involved in the negotiation and
\nthe implementation of city projects.<\/p>\n
City Secretary Harun Al Rasyid is rumored to be a strong
\ncandidate for deputy governor of economic affairs, while
\nBappeda's head Budihardjo Soekmadi and the head of the Jakarta
\nTourism Agency, Fauzi Bowo, are believed to be strong candidates
\nfor the position of deputy governor of development affairs. (ste)<\/p>",
